Position Overview
Hill International, a globally recognized leader in project and construction management, is seeking a highly skilled and experienced Resident Engineer to join our dynamic team in Saudi Arabia. This pivotal role is based at our project site and involves overseeing critical engineering and construction activities to ensure projects are executed in accordance with contractual requirements, industry standards, and client expectations. The Resident Engineer will serve as a key liaison between the client, contractors, and Hill International’s project management team, providing technical expertise, leadership, and strategic oversight throughout the project lifecycle.
Key Responsibilities
- Technical Supervision: Conduct regular inspections and assessments of construction activities to verify compliance with engineering designs, specifications, and quality standards. Identify deviations and recommend corrective actions to mitigate risks and ensure project integrity.
- Contract Administration: Review and interpret contract documents, including drawings, specifications, and schedules, to ensure alignment with project deliverables. Monitor contractor performance, track progress, and address non-compliance issues in a timely and professional manner.
- Quality Assurance & Control: Implement and oversee quality control procedures to ensure all materials, workmanship, and construction methods meet regulatory and project requirements. Collaborate with third-party inspectors and testing agencies to validate compliance.
- Stakeholder Communication: Facilitate clear and consistent communication between the client, contractors, subcontractors, and internal teams. Prepare and present detailed progress reports, including technical evaluations, risk assessments, and recommendations for senior management and clients.
- Health, Safety, and Environmental Compliance: Enforce rigorous health, safety, and environmental (HSE) protocols on-site to ensure a secure working environment. Conduct regular safety audits and address hazards proactively to prevent incidents.
- Change Management: Evaluate and process change orders, including cost and schedule impacts, in accordance with contractual provisions. Provide technical justification for proposed changes and obtain necessary approvals from stakeholders.
- Documentation & Reporting: Maintain accurate and comprehensive records of all project activities, including daily logs, inspection reports, and correspondence. Ensure all documentation is organized, accessible, and compliant with company and client standards.
Qualifications & Competencies
To excel in this role, candidates must possess a Bachelor’s degree in Civil Engineering or a related field, complemented by a Professional Engineer (PE) license or equivalent certification. A minimum of 10 years of progressive experience in construction management, with at least 5 years in a supervisory or leadership capacity, is essential. Proficiency in project management software, such as Primavera P6 or MS Project, and strong knowledge of construction methodologies, codes, and regulations are required.
The ideal candidate will demonstrate exceptional problem-solving skills, attention to detail, and the ability to work under pressure in a fast-paced environment. Fluency in English is mandatory, and proficiency in Arabic is a strong advantage. Strong interpersonal skills, coupled with a proactive and collaborative approach, are critical for fostering productive relationships with diverse stakeholders.
