Key Responsibilities
The Senior Procurement Engineer will be responsible for overseeing and executing procurement activities in alignment with the company’s strategic objectives. Core duties include:
- Strategic Sourcing and Supplier Management: Develop and implement procurement strategies to secure high-quality materials, equipment, and services at competitive prices. Identify, evaluate, and negotiate with suppliers to build long-term, mutually beneficial partnerships.
- Contract Administration: Draft, review, and manage procurement contracts, ensuring compliance with legal, regulatory, and company standards. Monitor contract performance and resolve disputes or discrepancies in a timely manner.
- Cost Optimization and Budget Control: Analyze procurement costs, identify opportunities for savings, and implement cost-effective solutions without compromising quality. Work closely with project managers to align procurement activities with project budgets and timelines.
- Procurement Planning and Execution: Collaborate with cross-functional teams, including engineering, project management, and finance, to develop procurement plans that support project milestones. Ensure timely procurement of materials and services to avoid project delays.
- Risk Management and Compliance: Assess procurement-related risks, including supply chain disruptions, and implement mitigation strategies. Ensure adherence to internal policies, industry regulations, and international standards such as ISO, ASTM, or local Saudi Arabian regulations.
- Stakeholder Communication: Act as a liaison between internal stakeholders, suppliers, and regulatory bodies. Present procurement reports, market analyses, and recommendations to senior management to support informed decision-making.
Qualifications and Experience
To excel in this role, candidates must meet the following criteria:
- Educational Background: A Bachelor’s degree in Engineering, Supply Chain Management, Business Administration, or a related field. A Master’s degree or professional certification (e.g., CIPS, PMP, or CSCP) is highly desirable.
- Professional Experience: Minimum of 8–10 years of progressive experience in procurement, preferably within the construction, engineering, or infrastructure sectors. Experience in a leadership or supervisory role is essential.
- Technical Proficiency: Strong knowledge of procurement software (e.g., SAP MM, Oracle Procurement), ERP systems, and Microsoft Office Suite. Familiarity with procurement methodologies such as e-procurement, lean procurement, or just-in-time inventory.
- Analytical and Negotiation Skills: Exceptional analytical abilities to evaluate supplier performance, market trends, and cost structures. Proven negotiation skills to secure favorable terms and conditions.
- Communication and Leadership: Excellent verbal and written communication skills in English (Arabic proficiency is a plus). Ability to lead cross-functional teams, mentor junior staff, and influence stakeholders at all levels.
- Regulatory Knowledge: In-depth understanding of procurement laws, contract law, and industry-specific regulations in Saudi Arabia and the broader Middle East region.
