About the Role
We are partnering with a dynamic, globally distributed engineering organization to identify a visionary Senior Manager - Technical Program Management based in Saudi Arabia. Key Responsibilities
As a Senior Manager - Technical Program Management, you will be entrusted with the following core accountabilities:
- Build and Scale the TPM Function: Develop and implement the TPM operating model, including engagement frameworks, standards, and long-term structural design to ensure sustainable scalability across the organization.
- Lead and Mentor a High-Performing Team: Recruit, onboard, and cultivate a team of senior TPMs, setting clear expectations, maintaining operational excellence, and preventing the function from devolving into administrative or status-reporting tasks.
- Design Cross-Functional Execution Frameworks: Establish robust systems for collaboration between Engineering, Product, Design, Customer Success, Support, Go-To-Market (GTM), and Product Marketing (PMM), with defined ownership, dependency maps, and escalation pathways to streamline program execution.
- Standardize Project Management Tools: Define and enforce company-wide standards for project execution within tools such as Linear, including structure, tagging conventions, milestone definitions, and visibility protocols to ensure consistency and transparency.
- Drive Dependency Mapping and Launch Readiness: Lead the coordination of large-scale, multi-team initiatives, ensuring seamless alignment across engineering groups and downstream business functions while mitigating risks and dependencies.
- Enhance Program-Level Visibility: Implement systems that provide leadership with real-time insights into execution health, eliminating operational overhead while maintaining clarity and accountability.
- Partner with Engineering Leadership: Collaborate closely with Engineering Managers and functional leaders to reinforce accountability, ensuring TPMs act as catalysts for delivery systems rather than replacements for team ownership.
Qualifications and Experience
To excel in this role, candidates must meet the following requirements:
- Proven Leadership in TPM: A minimum of 10 years of experience in Technical Program Management or equivalent delivery leadership roles within high-growth, distributed software organizations, with a track record of building or transforming TPM functions.
- Technical Fluency and Stakeholder Engagement: Deep technical acumen to understand system architecture, evaluate engineering trade-offs, and engage credibly with senior engineering stakeholders.
- Cross-Functional Systems Design: Demonstrated success in designing and operating execution systems that bridge engineering and go-to-market or customer-facing teams, ensuring alignment and accountability.
- Tool Proficiency: Extensive experience with project management systems such as Linear or Jira, including the ability to define, enforce, and optimize standards across multiple teams.
- Strategic Operating Models: A strong perspective on the boundaries between TPM and Project Management Office (PMO) functions, with a focus on avoiding administrative or purely compliance-driven models.
- Exceptional Communication Skills: Outstanding written and verbal communication abilities, particularly in asynchronous, globally distributed environments, to drive clarity and alignment.
- Judgment and Influence: High autonomy, exceptional judgment, and the ability to influence outcomes across senior stakeholders without formal authority.
