LOTO Engineer - Power Generation

The LOTO Engineer plays a pivotal role in ensuring personnel safety during construction, pre-commissioning, commissioning, testing, and plant handover activities. This role is responsible for developing, implementing, and managing the Lockout/Tagout (LOTO) and Energy Isolation Program, coordinating isolation activities across various teams.

• LOTO Program Development:
• Review and maintain the project LOTO Procedure.
• Establish isolation management processes for diverse energy sources.
• Develop isolation boundaries and energy isolation philosophy.
• Ensure compliance with international standards and company HSE policies.

• Isolation Planning and Coordination:
• Review commissioning schedules and identify isolation requirements.
• Coordinate with multiple teams to plan safe equipment release and energization.
• Participate in System Handover and Ready for Commissioning reviews.
• Ensure isolations are properly planned before commissioning activities commence.

• Commissioning Support:
• Support first energization activities for various systems.
• Coordinate temporary and permanent isolations during commissioning and testing.
• Ensure safe management of simultaneous operations (SIMOPS).

• Documentation and Reporting:
• Maintain LOTO registers, isolation logs, and related drawings.
• Track active isolations and provide daily status reports.
• Prepare weekly and monthly reports on isolation activities and compliance.

• Training and Awareness:
• Deliver LOTO awareness and competency training to project personnel.
• Conduct toolbox talks and safety briefings related to energy isolation.
• Support contractor onboarding regarding project LOTO requirements.

• Audits and Compliance:
• Conduct routine audits of active isolations.
• Identify and close LOTO-related non-conformances.
• Participate in incident investigations involving energy isolation.
• Recommend improvements to strengthen isolation controls.

Qualifications:

• Bachelor’s degree in electrical, mechanical, instrumentation engineering, or equivalent.
• Minimum 10 years of experience in power generation.
• Minimum 5 years of experience in commissioning, startup, operations, or energy isolation management.
• Preferred experience with Combined Cycle Power Plants and commissioning of CCGT projects.
• Relevant certifications such as OSHA 30-Hour Construction Safety, NFPA 70E Awareness, Authorized LOTO Coordinator, and NEBOSH IGC.
