Role Overview

As a Wet and Dry Utilities Engineer at ENGIE Solutions Middle East, you will play a pivotal role in overseeing the operational excellence, coordination, and performance management of all utility services across AlUla, Saudi Arabia. Reporting directly to the Project Director, you will ensure the seamless operation, maintenance, and enhancement of wet utilities, dry utilities, and public infrastructure interfaces in strict alignment with the Royal Commission for AlUla (RCU) standards, regulatory requirements, and approved master plans. Your expertise will be instrumental in driving service reliability, resilience, and continuous improvement through strategic stakeholder engagement, KPI monitoring, and robust infrastructure governance.

Key Responsibilities

  • Wet Utilities Management: Oversee the operational performance of wet utility systems and networks in AlUla County, including potable water, fire water, wastewater, recycled water, irrigation, storm water, and chilled water. Ensure the uninterrupted supply of essential services to support community needs and operational continuity.
  • Stakeholder Collaboration: Act as a liaison between internal teams and external service providers to optimize the operation and maintenance of wet utilities. Focus on maximizing service efficiency, reliability, and sustainability while ensuring full compliance with RCU service level requirements.
  • Strategic Planning and Input: Contribute to the development and refinement of master plans, strategies, and operating models to effectively manage, operate, and maintain wet utilities across AlUla County. Provide expert recommendations to enhance long-term utility infrastructure resilience.
  • Maintenance and Service Agreements: Design and implement comprehensive maintenance programs and service level agreements to guarantee a resilient and high-quality supply of utility services throughout the county. Accelerate the operationalization of utility networks in coordination with key stakeholders.
  • Policy Implementation and Innovation: Enforce policies and regulations related to utilities, emphasizing themes such as resilience, green infrastructure, circular economy principles, and advanced technology adoption. Drive the adoption of international best practices and industry advancements to elevate service standards.
  • Performance Monitoring and Reporting: Track and analyze utility KPIs to generate timely and accurate reports that inform strategic decision-making. Monitor the performance of electrical utility service providers to ensure consistent service delivery, continuity, and adherence to quality benchmarks for the community.
  • Dry Utilities Oversight: Review, assess, and approve dry utility components of master plan infrastructure projects. Provide expert input on utility designs, calculations, and technical specifications to ensure alignment with approved plans and regulatory standards.
  • Project Coordination: Collaborate with internal and external stakeholders to enhance service efficiency, reliability, and sustainability. Approve new dry utility implementations and service routes, ensuring they meet the RCU’s service level agreements and regulatory requirements.

Qualifications and Experience

Applicants should possess a Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related field, with a minimum of 10 years of progressive experience in utility engineering, preferably within the Middle East. Strong leadership, analytical, and communication skills are essential, along with a deep understanding of utility infrastructure, regulatory compliance, and sustainable practices. Proficiency in project management tools and a track record of delivering complex utility projects are highly desirable.
