Billing Manager

Position Overview

We are seeking a highly motivated and detail-oriented Billing Manager to oversee and streamline our billing operations, ensuring accuracy, compliance, and efficiency across all service contracts. This critical role will play a pivotal part in maintaining financial integrity, optimizing revenue cycles, and supporting our organization’s growth in the Kingdom of Saudi Arabia. The ideal candidate will possess a strong background in billing, revenue management, and ERP systems, with a keen understanding of Value Added Tax (VAT) regulations and contract compliance.

Key Responsibilities

The Billing Manager will be responsible for the following core functions:

• Billing Operations Oversight: Manage the end-to-end billing process for all service contracts, including hard services, soft services, manpower supply, construction, and maintenance contracts. Ensure that invoices are generated accurately and in a timely manner.
• Invoice Verification and Accuracy: Validate and approve invoices by confirming the presence of valid and approved purchase orders, timesheets, attendance records, service reports, or job completion certificates. Ensure that contractual rates are applied correctly and in accordance with agreed terms.
• Cross-Functional Coordination: Collaborate closely with operations teams to address unbilled work, resolve missing data discrepancies, and ensure all activities are captured within the billing cycle. Facilitate seamless communication to prevent delays or errors in billing.
• Credit Notes and Deductions Management: Process credit notes, deductions, and follow up on the recovery of retention amounts in strict adherence to contractual obligations and regulatory requirements.
• Regulatory Compliance: Ensure full compliance with Value Added Tax (VAT) regulations as stipulated by the Kingdom of Saudi Arabia. Maintain up-to-date knowledge of tax laws and implement best practices to mitigate risks.
• Process Automation and Improvement: Lead initiatives to automate billing processes and enhance efficiency within enterprise resource planning (ERP) systems such as SAP SD and MS Dynamics. Identify opportunities for process optimization to drive productivity and reduce manual intervention.

Qualifications and Experience

To excel in this role, candidates must meet the following criteria:

• Education: Bachelor’s degree in Finance, Accounting, or a related field. Professional qualifications such as Chartered Accountant (CA), Association of Chartered Certified Accountants (ACCA), or Certified Management Accountant (CMA) are highly desirable.
• Technical Proficiency: Prior experience with SAP SD and MS Dynamics ERP billing modules is preferred. A solid understanding of KSA VAT invoicing requirements is essential.
• Industry Experience: Minimum of 6 to 10 years of progressive experience in billing and revenue management roles, with a preference for candidates from Facility Management, manpower supply, or specialized cleaning industries.
• Local Preference: Saudi Nationals are preferred, though qualified international candidates are encouraged to apply.
