Job Title: Training Operations Section Head

Maaden, a pioneering force in the global mining industry and the largest multi-commodity mining and metals company in the Middle East, is seeking a dynamic and strategic leader to head its Training Operations Section. This pivotal role is based in Ras Al Khair, Saudi Arabia, and offers an exceptional opportunity to contribute to the company’s vision of establishing mining as the third pillar of Saudi Arabia’s economy. As a key member of the HR Career Management department, you will play a critical role in shaping the future of workforce development, ensuring operational excellence, and driving compliance across Maaden Aluminum’s sites in Ras Al Khair and Al Ba’itha.

Overall Job Purpose

This position is responsible for owning, governing, and assuring the end-to-end delivery of training programs and workforce readiness initiatives for Maaden Aluminum. You will lead training operations, ensure compliance with regulatory and internal standards, and enable capability development across the organization. By aligning training plans with operational priorities, safety requirements, and Career Management governance, you will ensure that all training initiatives are executable, audit-ready, and aligned with the company’s strategic objectives. Your leadership will be instrumental in fostering a culture of continuous improvement, safety, and operational excellence.

Key Accountabilities

1. Training Strategy Translation & Integrated Planning

Translate the workforce requirements of the Career Management department and the Business Unit (BU) into a comprehensive annual and rolling training execution plan. This plan will encompass operational, technical, leadership, compliance, and qualification programs. Collaborate with Operations, Environment, Health, Safety, and Sustainability (EHSS), Organizational Development (OD), and line leadership to integrate inputs and align training schedules with production timelines, shutdown windows, and site-specific constraints. Ensure that training plans are both strategic and operationally feasible.

2. Training Operations Governance & Execution Assurance

Own the governance of training operations from intake to completion, including nominations, approvals, scheduling, delivery, attendance validation, and record-keeping. Ensure the disciplined execution of key programs such as Career Development Programs (CDP), Job Qualification Programs (JQP), Performance Development Programs (PDP), Emergency Action Plans (EAP), Co-op Programs (COOP), English language training, site-specific training, vendor-led courses, and internal technical sessions. Establish standard operating procedures (SOPs), service-level expectations, and execution rhythms to drive consistency and efficiency within the Training Operations team.

3. EHSS & Mandatory Training Compliance

Serve as the accountable leader for mandatory training and compliance readiness across the Aluminum Business Unit. This includes managing inductions, refresher courses, certifications, and emergency readiness training. Govern the EHSS and mandatory training matrix, implement mechanisms for overdue training closure, and escalate high-risk non-compliance issues to BU leadership. Your role will be critical in ensuring that all employees meet regulatory and internal safety standards, thereby mitigating operational risks.

4. Assessment Systems, Qualification & Analytics Governance

Own the governance of assessment systems, including the Question Management Platform (QMP), question banks, exam integrity, access controls, and assessment lifecycle standards. Develop and maintain training analytics, dashboards, and key performance indicators (KPIs) to measure the effectiveness of training programs. Ensure data quality controls are in place and produce reporting packs for leadership to inform decision-making and drive continuous improvement.

5. Capability Enablement & Operations Interface

Enable Operations by providing Department Capability & Safety Training Leads with clear standards, tools, and governance frameworks for On-the-Job Training (OJT), practical verification, and safety-critical approvals. Support the development of role-based learning paths, assessor and coach readiness programs, and risk-based competence verification frameworks. Your leadership will ensure that Operations teams are equipped with the skills and knowledge necessary to perform their roles safely and effectively.

6. Evidence Management & Audit Readiness

Be accountable for maintaining audit-ready training and competence records across all training streams, including attendance records, certificates, assessments, OJT, and practical verification. Ensure disciplined evidence storage, traceability, and retention in compliance with approved SharePoint, Teams, and system structures. Your role will be vital in preparing the organization for internal and external audits, thereby safeguarding the company’s reputation and operational integrity.

7. Stakeholder & Vendor Management

Act as the senior interface between Training Operations and key stakeholders, including Operations leadership, EHSS, OD, Finance, IT, and external partners. Govern relationships with training vendors, assessment providers, and system suppliers to ensure alignment with contractual obligations, service-level agreements (SLAs), quality standards, and cost controls. Your ability to manage these relationships will be critical in delivering high-quality training solutions that meet the needs of the business.

8. People Leadership & Continuous Improvement

Lead, coach, and develop the Training Operations team by setting clear goals, conducting performance management, and fostering a culture of capability building and succession readiness. Drive standardization, process improvement, automation, and cycle-time reduction across training operations to enhance efficiency and effectiveness. Your leadership will be instrumental in building a high-performing team that is capable of meeting the evolving needs of the organization.
