Position Overview
We are seeking a highly skilled and experienced Facility Operations Manager to oversee the comprehensive management of all facilities and infrastructure assets within Energy City Development Company’s portfolio. This pivotal role is responsible for ensuring the safe, efficient, and cost-effective operation of buildings, utilities, and support services while maintaining the highest standards of operational excellence, regulatory compliance, and customer satisfaction. The ideal candidate will play a strategic role in transitioning assets from development to steady-state operations, optimizing lifecycle performance, and fostering a sustainable and secure environment for tenants, stakeholders, and visitors.
Key Responsibilities
The Facility Operations Manager will be accountable for the following core functions:
- Facilities Operations & Service Delivery:
- Ensure the continuous, safe, and efficient operation of all facilities and infrastructure assets, including commercial buildings, offices, mixed-use developments, and utility systems (MEP, power, water, ICT, ELV, BMS).
- Oversee hard and soft facilities management services, ensuring strict adherence to Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and statutory obligations.
- Implement and monitor preventive and corrective maintenance programs for all mechanical, electrical, and plumbing (MEP) systems and building fabric to minimize downtime and extend asset lifespan.
- Proactively identify and mitigate operational risks to ensure business continuity and tenant satisfaction.
- Contract & Service Provider Management:
- Manage all facilities management contracts, vendors, and service providers, ensuring optimal performance and value for money.
- Conduct regular performance reviews, monitor KPIs, and drive service improvement initiatives to enhance operational efficiency.
- Enforce contractual compliance through rigorous monitoring, penalties, variations, and service credits where necessary.
- Lead procurement activities, including tendering, evaluation, and mobilization of service providers to align with organizational objectives.
- Health, Safety, Security & Compliance:
- Ensure full compliance with Saudi laws, regulations, and authority requirements, including readiness for inspections by MODON and other regulatory bodies.
- Develop, implement, and monitor Environmental, Health, Safety, and Sustainability (EHSS) policies, risk assessments, and emergency preparedness plans.
- Oversee incident reporting, investigations, and corrective actions to maintain a safe and secure operational environment.
- Asset Lifecycle & Operational Readiness:
- Support the seamless handover of assets from construction to operations, ensuring operational readiness and completeness.
- Validate Operation & Maintenance (O&M) manuals, warranties, as-built drawings, and asset registers to maintain accurate records.
- Implement lifecycle planning, condition assessments, and replacement strategies to optimize asset performance and reliability.
- Drive continuous improvement initiatives to enhance asset efficiency and sustainability.
- Financial & Budget Management:
- Prepare, manage, and monitor annual operating budgets for facilities operations, ensuring cost control and financial accountability.
- Identify efficiency opportunities and implement value-engineering measures to optimize expenditure without compromising service quality.
- Support business planning, cost forecasting, and financial reporting to align operational activities with strategic goals.
- Stakeholder & Tenant Management:
- Act as the primary point of contact for operational issues affecting tenants and stakeholders, ensuring high levels of customer satisfaction.
- Facilitate proactive communication and service delivery to address tenant needs and concerns promptly.
- Support tenant fit-out coordination and operational approvals to ensure seamless transitions and compliance with facility standards.
- Sustainability & Continuous Improvement:
- Champion sustainability initiatives, energy efficiency programs, and environmental best practices to reduce operational carbon footprint.
- Monitor utilities consumption and implement optimization measures to enhance resource efficiency and cost savings.
- Drive innovation through the adoption of digital tools, smart facilities management solutions, and emerging technologies to improve operational performance.
Qualifications & Experience
To excel in this role, candidates must possess the following qualifications and experience:
- A bachelor’s degree in Engineering (Mechanical, Electrical, Civil, or Architectural), Building Services Engineering, Facilities Management, or a related field.
- A minimum of 10 years of progressive experience in facilities management, operations, or a related discipline, with at least 5 years in a managerial or leadership role.
- Proven expertise in managing complex facilities portfolios, including commercial buildings, mixed-use developments, and utility systems.
- Strong knowledge of Saudi regulations, international best practices, and industry standards in facilities management, health and safety, and sustainability.
- Demonstrated experience in contract management, vendor oversight, and performance monitoring.
- Proficiency in budgeting, financial management, and cost-control strategies within a facilities operations context.
- Excellent leadership, communication, and stakeholder management skills, with the ability to collaborate effectively across multidisciplinary teams.
- Certifications in Facilities Management, Health and Safety, or related fields (e.g., NEBOSH, ISO standards) are highly desirable.
