Role Overview
As a Delivery Manager within the telecommunications sector, you will play a pivotal role in shaping and operationalizing an enterprise-wide IT Demand, Delivery, and Governance framework. Reporting directly to the CIO, CTO, or Chief Digital Officer, you will be responsible for designing and implementing strategies that align IT initiatives with business objectives, regulatory requirements, and industry best practices. Your leadership will ensure predictable delivery outcomes, transparent governance, optimized resource utilization, and measurable business value, while fostering sustainable adoption and structured knowledge transfer across the organization.
Key Responsibilities
The Delivery Manager will oversee a comprehensive range of responsibilities, including:
- IT Demand Management:
- Develop and implement an end-to-end Demand Management Framework that includes demand intake, classification, triage, and prioritization.
- Align demand with the Annual Operating Plan (AOP), strategic objectives, and financial controls to ensure coherence with business priorities.
- Establish robust business case development standards and mechanisms for tracking benefits realization to drive informed decision-making.
- Enhance visibility across the enterprise demand portfolio to facilitate strategic alignment and resource allocation.
- Delivery Management & Governance:
- Enable and govern Agile, Waterfall, and Hybrid delivery models to accommodate diverse project requirements.
- Implement delivery assurance mechanisms, stage gates, and performance metrics to ensure consistent and predictable outcomes.
- Integrate DevSecOps governance into delivery and release processes to enhance security, efficiency, and collaboration.
- Drive predictable delivery outcomes across programs and projects through structured governance and oversight.
- Project, Program & Portfolio Management:
- Define and implement Project, Program, and Portfolio lifecycle frameworks to standardize processes and improve accountability.
- Establish standards for Quality Assurance (QA), risk and issue management, and dependency and milestone tracking.
- Enable portfolio-level reporting and executive dashboards to provide real-time insights into performance and progress.
- Capacity & Resource Management:
- Design capacity and resource management models aligned with demand forecasts to optimize utilization of internal and external resources.
- Enable skills-based allocation and forward-looking capacity planning to address evolving business needs.
- Financial & Procurement Governance:
- Define procurement governance integrated with the project lifecycle, including procurement planning, RFI/RFQ/RFP execution, vendor evaluation, contracting, and onboarding.
- Ensure project financial management aligns with AOP, budgeting, and cost controls to maintain fiscal responsibility.
- Establish approval and decision governance mechanisms to streamline processes and mitigate risks.
- Change & Release Management:
- Define and implement change management and release governance frameworks to minimize business disruption.
- Align change, release, and deployment processes with delivery governance to ensure seamless transitions and operational stability.
- Tools, Reporting & Enablement:
- Configure and enable governance tools and executive dashboards to support data-driven decision-making.
- Develop and maintain Demand & Delivery Framework documents, governance playbooks, SOPs, and standards.
- Lead training programs, workshops, and knowledge transfer sessions to empower internal teams and ensure sustainable adoption.
- Provide operational governance support for initial stabilization (2 months) and deliver a structured handover and support plan to internal teams.

- A comprehensive IT Demand & Delivery Governance Framework aligned with business strategy and regulatory obligations.
- Robust Project, Program, and Portfolio Governance Models to standardize processes and improve accountability.
- Well-documented SOPs, Playbooks, and Process Documentation to ensure consistency and clarity in execution.
- Configured Tools and Executive Dashboards to provide real-time insights and facilitate data-driven decision-making.
- Comprehensive Training Materials and Workshops to empower teams and drive sustainable adoption.
- Operational Governance Services & Handover Plan to ensure a smooth transition and long-term success.
Required Experience & Skills
To excel in this role, candidates must possess the following qualifications and competencies:
- 10–15+ years of experience in IT Governance, EPMO, Demand & Delivery Management, with a proven track record in large, complex organizations.
- Strong experience in the telecom or large regulated enterprises, with a deep understanding of industry-specific challenges and opportunities.
- Proven expertise in:
- Demand management and portfolio prioritization.
- Agile, Waterfall, and Hybrid delivery governance.
- Procurement and vendor management.
- Financial and benefits realization governance.
- Stakeholder management at the executive level.
- Hands-on experience with PMO / PPM / EPMO tools and dashboards, including configuration, implementation, and optimization.
- Exceptional leadership and communication skills to drive alignment, collaboration, and accountability across cross-functional teams.
