Position Overview
We are seeking a highly skilled and strategic Project Engineering Manager to lead and oversee all engineering activities within our Grid Solutions projects. In this pivotal role, you will be responsible for ensuring the successful delivery of projects by maintaining rigorous adherence to Quality, Cost, and Time (QCT) criteria. Your leadership will drive the technical excellence, operational efficiency, and seamless integration of engineering deliverables across all project phases, from design and procurement to construction and commissioning. This position requires a seasoned professional with a proven track record in managing complex engineering projects, coordinating multidisciplinary teams, and aligning technical solutions with customer expectations and regulatory standards.
Key Responsibilities
Engineering Management & Project Integration
As the Project Engineering Manager, you will take full accountability for the end-to-end engineering lifecycle, ensuring that all technical deliverables meet the stringent QCT targets established for each project. You will play a critical role in integrating engineering activities with procurement, construction, and commissioning teams to eliminate functional silos and foster a cohesive project flow. Your leadership will extend to heading up multidisciplinary design teams—both internal and external—while driving technical excellence and operational efficiency throughout the project’s duration.
Technical Governance & Interface Management
You will oversee the critical Design Freeze process and establish clear technical scope boundaries (Division of Responsibility) among all project partners to maintain alignment and prevent scope creep. Additionally, you will manage complex technical interfaces between the customer, partners, and third-party contractors, ensuring system compatibility and mitigating risks that could impact project timelines or budgets. Your role includes maintaining rigorous control over the engineering budget and workload, proactively identifying and addressing technical risks before they escalate into financial or operational challenges.
Client Management & Technical Compliance
In this capacity, you will serve as the primary technical authority for the customer and local utility providers, leading technical negotiations and presentations to secure alignment and approvals. Your responsibilities include ensuring that all engineering deliverables and the final solution strictly comply with contractual obligations, client technical specifications, and mandatory national (e.g., SEC, Saudi Grid Codes) and international (e.g., IEC, IEEE) regulatory standards. You will systematically manage technical queries and customer comment cycles to secure timely design approvals, thereby safeguarding project progress and client satisfaction.
Quality, Safety & Performance Excellence
You will embed Safety by Design principles and Environmental, Health, and Safety (EHS) requirements into every stage of the engineering process to uphold the highest standards of safety and compliance. By monitoring engineering performance through key performance indicators (KPIs), you will drive continuous improvement in design efficiency and quality. Your role also involves steering the final documentation process, including the preparation of As-Built drawings and O&M Manuals, while contributing to project Lessons Learned (Return of Experience - REX) to enhance future project outcomes.
Required Qualifications
- Education: Bachelor’s degree in Electrical Engineering or a related field.
- Experience: Minimum of 7 years of progressive experience leading primary design activities within EPC environments, with a focus on Transmission and Distribution, Power Generation, or the Energy sector.
- Technical Knowledge: Systematic understanding of international standards (IEC, IEEE, ANSI, NEMA, CIGRE) and regional regulations, including Saudi Electricity Company (SEC) standards and technical specifications (TMSS, TESP, TCP).
- Industry Expertise: Practical experience engaging with Saudi utility providers and clients to align project deliverables with national grid requirements.
- Technical Proficiency: Hands-on experience with High Voltage (HV) GIS/AIS substations ranging from 132kV up to 400kV and above.
- Project Management: Proven track record in technical project management within multidisciplinary and international team environments.
- Travel & Communication: Willingness to travel globally and work in various locations as required by project needs. Strong communication and negotiation skills are essential.
- Language Proficiency: Professional fluency in English to effectively communicate with international stakeholders and local clients.
