Role Overview

We are seeking a seasoned and dynamic Data Management Manager to lead our data management and governance engagements. The ideal candidate will possess a unique blend of consulting expertise and technical proficiency, capable of overseeing end-to-end data management and governance projects. This role demands leadership in client engagement, strategic planning, solution design, and technical delivery, ensuring alignment with National Data Management Office (NDMO) standards and Personal Data Protection Law (PDPL) requirements. The successful candidate will not only manage project teams and client relationships but also provide hands-on guidance in architectural decisions and resolve critical delivery challenges.

Key Responsibilities

• Project Leadership & Quality Assurance: Oversee the planning, execution, and quality assurance of data management and governance projects, from initial proposal and scoping through implementation and final handover.
• Client Engagement & Strategy Development: Serve as the primary client-facing consultant, conducting workshops, advising stakeholders, and developing comprehensive data governance strategies and roadmaps.
• Team Management & Mentorship: Lead, mentor, and manage a team of consultants and technical specialists by assigning workstreams, reviewing deliverables, and fostering professional growth.
• Data Quality Oversight: Direct data quality initiatives, including profiling, rule design, scorecards, and continuous monitoring to ensure data accuracy, reliability, and compliance with organizational and regulatory standards.
• Data Catalog & Metadata Management: Spearhead the development and maintenance of data catalogs and metadata frameworks, ensuring data assets are discoverable, well-documented, and properly classified for optimal usability.
• Reference & Master Data Management (RDM/MDM): Lead RDM/MDM initiatives, including golden record design, data standardization, matching/survivorship rules, and stewardship processes to maintain data integrity and consistency.
• Regulatory Compliance & NDMO Alignment: Ensure client data management programs align with NDMO standards and controls, guiding engagements toward achieving and sustaining compliance with the National Data Index (NDI). This includes mapping capabilities to relevant NDMO domains such as Data Quality, Metadata & Catalog, and Data Governance.
• Data Classification & Governance: Develop and implement data classification and governance frameworks that meet NDMO and PDPL requirements, catering to both Saudi government and enterprise clients.
• Maturity Assessments & Governance Artifacts: Lead or contribute to NDMO maturity assessments, producing essential governance artifacts and evidence of control implementation to demonstrate compliance and drive continuous improvement.
• Stakeholder Collaboration: Manage relationships with data stewards, data architects, business analysts, and client executives to align requirements, expectations, and deliverables effectively.
• Technical Documentation & Review: Oversee the creation and approval of technical documentation, including data quality rules, catalog/metadata standards, and MDM data models to ensure clarity, accuracy, and adherence to best practices.
• Business Development & Practice Growth: Identify opportunities to expand engagements, contribute to proposals, and drive business development initiatives to enhance the practice’s market presence and growth.

Qualifications & Requirements

• Bachelor’s degree in Computer Science, Information Technology, or a related field.
• Minimum of 8 years of progressive experience in data management, data governance, or data quality, with a proven track record in leading projects or teams.
• Demonstrated experience spanning both consulting (client-facing, advisory, and strategic) and technical delivery roles.
• Hands-on experience with data quality management, data cataloging, or master/reference data management solutions.
• Strong proficiency in data governance frameworks, standards, and regulatory compliance, particularly NDMO and PDPL requirements.
• Excellent leadership, communication, and stakeholder management skills to effectively engage with clients and internal teams.
• Fluency in both English and Arabic, with the ability to articulate complex technical concepts in a clear and concise manner.
• Proven ability to mentor and develop teams, fostering a culture of excellence and continuous improvement.
• Experience in conducting maturity assessments and producing governance artifacts to demonstrate compliance and drive strategic initiatives.
• Strong analytical and problem-solving skills, with the ability to navigate complex business challenges and deliver innovative solutions.
