Position Overview
We are seeking a highly skilled and experienced Lead Instrumentation & Control (I&C) Commissioning Engineer to oversee the commissioning phase of a utility-scale Combined Cycle Gas Turbine (CCGT) Power Plant. This critical role will represent the Owner’s interests, ensuring that all Instrumentation & Control commissioning activities are executed safely, efficiently, and in strict adherence to contractual obligations, technical specifications, and international standards. The successful candidate will provide expert technical leadership, monitor the performance of the EPC Contractor, and support the achievement of key project milestones leading up to the Commercial Operation Date (COD).
Key Responsibilities
The Lead I&C Commissioning Engineer will be responsible for the following core functions:
- Commissioning Oversight and Technical Leadership:
- Provide technical oversight of the EPC Contractor’s Instrumentation & Control commissioning activities, ensuring alignment with the Owner’s Technical Specifications (OTS), EPC Contract, OEM recommendations, and applicable international standards.
- Monitor commissioning progress to verify compliance with approved procedures, project schedules, and contractual requirements.
- Witness critical commissioning activities and provide expert recommendations for Owner acceptance.
- Identify potential technical risks and recommend mitigation strategies to the Commissioning Manager.
- Evaluate the EPC Contractor’s performance, raising concerns regarding quality, safety, schedule adherence, or technical compliance as necessary.
- Engineering and Documentation Review:
- Review and provide technical comments on a wide range of commissioning-related documents, including commissioning procedures, method statements, schedules, functional test procedures, loop check procedures, cause & effect test procedures, startup procedures, SAT documentation, turnover packages, commissioning reports, red-line drawings, and as-built documentation.
- Ensure all documentation meets project requirements prior to the commencement of commissioning activities.
- Field Instrumentation Commissioning:
- Provide technical oversight for the commissioning of various field instrumentation systems, including pressure, temperature, flow, level, and analytical instruments, as well as smart field devices, control valves, motor-operated valves (MOVs), on-off valves, instrument air systems, sampling systems, and instrument calibration and reinstatement activities.
- Ensure loop checking and field verification are completed in accordance with approved procedures and project specifications.
- Package Control Systems Commissioning:
- Oversee the commissioning of package-mounted PLC and local control systems, including water treatment plants, fuel gas systems, air compressors, fire protection systems, HVAC systems, chemical dosing systems, diesel generator controls, auxiliary boilers (where applicable), and balance of plant packages.
- Verify successful integration between package control systems and the plant Distributed Control System (DCS).
- Functional Testing and System Integration:
- Witness and monitor a comprehensive range of functional tests, including loop checks, functional testing, interlock testing, permissive testing, cause & effect testing, sequence testing, valve stroke testing, instrument functional testing, package interface testing, and integrated system testing.
- Collaborate closely with the Lead DCS Commissioning Engineer to ensure seamless integration and functionality of the overall control system.
- Safety Instrumented Systems (SIS) and Fire & Gas (F&G) Systems:
- Provide technical oversight for the commissioning of SIS field devices, fire & gas detection devices, and associated functional, proof, interface, and final acceptance testing.
- Ensure strict compliance with functional safety requirements and project specifications.
Qualifications and Experience
The ideal candidate will possess a Bachelor’s degree in Electrical, Instrumentation, Control Engineering, or a related field, complemented by a minimum of 10 years of relevant experience in instrumentation and control systems, preferably within the power generation or industrial sector. Professional certifications in functional safety, control systems, or related disciplines are highly desirable. Strong leadership skills, exceptional attention to detail, and the ability to work effectively in a fast-paced, collaborative environment are essential. Proficiency in reviewing technical documentation, identifying risks, and communicating findings to stakeholders is critical. The successful candidate will demonstrate a commitment to safety, quality, and adherence to project timelines.
