Position Overview

We are seeking a highly skilled and experienced Bonded Zone Operations Lead Specialist to oversee and optimize customs clearing operations within our organization. This pivotal role requires a strategic leader who can autonomously drive operational excellence, implement robust policies, and enhance procedural standards to ensure seamless compliance with Gulf Cooperation Council (GCC) regulations and Saudi Arabian customs requirements. The ideal candidate will possess deep expertise in customs clearance, financial analysis, and cross-border trade facilitation, with a proven ability to negotiate settlements, resolve complex cases, and foster strong interdepartmental and international collaborations.

Key Responsibilities

The Bonded Zone Operations Lead Specialist will be responsible for the following core functions:

• Customs Clearance Leadership: Oversee the implementation of operational plans and drive continuous improvements in customs clearing processes, ensuring alignment with GCC agreements and Saudi customs policies. This includes managing complex clearing cases, negotiating settlements, and analyzing financial data to propose compliant and efficient solutions.
• Regulatory Compliance and Policy Development:
  • Review and interpret Gulf Cooperation agreements to identify changes and update clearing procedures based on goods classification and applicable tariffs, safeguarding Saudi Arabia’s economic interests.
  • Develop and maintain updated lists of importers, exporters, and traders eligible for preferential customs duties under GCC agreements, ensuring accurate and timely application of benefits.
  • Assess eligible cases, including waiver percentages, invoices, and goods specifications, while reviewing customer histories to process settlements in strict adherence to policies and regulations.
• Interdepartmental and International Coordination:
  • Manage correspondence with Amanah and GCC countries through various channels to provide technical support, clarify outstanding clearing amounts, and form well-informed opinions on trade-related matters.
  • Collaborate with ZATCA’s internal departments to provide insights and assistance related to traders’ sectors subject to GCC agreements, ensuring cohesive policy enforcement.
• Financial and Operational Oversight:
  • Execute transfer operations to related countries, track account transactions (debits, credits, etc.), and reconcile accounts to ensure accurate reflection in internal systems.
  • Conduct audits on customs duties in import and export declarations to identify non-compliant cases and escalate findings for resolution and decision-making.
  • Maintain and update customs clearing systems and databases to ensure data integrity, accessibility, and usability for stakeholders.
• Reporting and Strategic Insights:
  • Develop comprehensive reports and statistical analyses on customs clearing operations, including types, segments, and volume by country, to identify trends and inform negotiation strategies.
• Team Leadership and Development:
  • Provide clear direction, prioritize tasks, assign responsibilities, and monitor workflow to ensure efficient operations and adherence to standards.
  • Train and mentor junior staff to enhance their skills and ensure knowledge transfer in customs operations and related processes.
  • Support direct reports and junior team members in executing their duties in accordance with established policies and procedures.
  • Escalate complex issues to the appropriate stakeholders to ensure timely resolution and closure of cases.
• Policy and Process Adherence: Ensure all activities comply with relevant policies, processes, and standard operating procedures to maintain a controlled and consistent operational environment.

Qualifications and Experience

To qualify for this role, candidates must meet the following criteria:

• Education:
  • Bachelor’s degree in Business Administration, Finance, International Trade, or a related field is required.
  • A Master’s degree in Business Administration or a related discipline is highly preferred.
• Experience:
  • A minimum of 5 years of progressive experience in customs operations, trade compliance, or a related field, with a focus on GCC customs regulations and Saudi Arabian trade policies.
