Role Overview

We are seeking a seasoned Senior Director - Finance and Control to lead the Finance and Control function within our City Operations division. This pivotal role will serve as the backbone of financial management, governance, risk mitigation, procurement, and contract oversight, ensuring alignment with operational priorities. The Senior Director will collaborate extensively with central teams to translate complex operational needs into streamlined financial and commercial processes, fostering performance, accountability, and robust control mechanisms.

Key Responsibilities

  • Leadership and Oversight: Direct the centralized Finance and Control function across City Operations, encompassing finance, governance, risk management, internal controls, procurement, and contract management. Ensure clear priorities, accountability, and high-performance standards across all teams.
  • Financial Stewardship: Provide strategic support for financial planning, budgeting, forecasting, reporting, and cost control initiatives within City Operations. Collaborate with central Finance teams to ensure alignment and financial integrity.
  • Financial Controls and Operations: Oversee invoicing processes, service charge management, cost recovery mechanisms, and related controls to enhance operational performance and financial transparency.
  • Governance and Compliance: Develop and implement robust governance, risk, and compliance frameworks, including policies, standards, and operational forums. Ensure adherence to regulatory requirements and internal policies.
  • Risk Management: Lead business continuity planning and actively monitor, escalate, and mitigate key operational risks to safeguard the organization’s interests and operational resilience.
  • Procurement and Contract Management: Provide oversight for procurement activities, contract lifecycle management, vendor performance evaluation, and compliance with company requirements. Ensure sourcing processes and contract terms align with strategic objectives.
  • Cross-Functional Collaboration: Partner with central functions such as Finance, Procurement, Legal, Risk, and Compliance to address the unique financial and operational needs of City Operations. Facilitate seamless communication and coordination across departments.
  • Process Development: Drive the enhancement of City Operations processes, including the establishment of clear delegation of authority requirements, financial controls, and operational procedures to support efficiency and accountability.

Qualifications and Experience

  • Education: Bachelor’s degree in Finance, Accounting, Business Administration, Operations or Project Management, Urban Management, or a related field.
  • Professional Experience: Minimum of 12-15 years of progressive experience in finance, governance, risk management, internal controls, procurement, contract management, or commercial operations, with a proven track record in senior leadership roles.
  • Technical Expertise: In-depth knowledge of financial planning, budgeting, reporting, cost control, invoicing, service charge management, and cost recovery mechanisms. Strong understanding of procurement strategies, contract lifecycle management, vendor performance evaluation, and commercial controls.
  • Governance and Risk: Demonstrated experience in establishing and operating governance, risk, compliance, internal control, and business continuity frameworks within complex organizational environments.
  • Collaboration and Influence: Proven ability to work effectively with central corporate functions, translating operational requirements into actionable financial and commercial processes. Strong interpersonal and leadership skills to drive alignment and accountability.
  • Eligibility: Must be eligible to work in Saudi Arabia.
  • Preferred Background: Experience in real estate, infrastructure, or asset-heavy operations is advantageous, given the nature of Qiddiya Investment Company’s projects.
