Role Overview

As the Director of Finance and Control, you will serve as a strategic leader in fortifying the financial infrastructure of City Operations. This pivotal role is centered on converting operational priorities into well-defined financial frameworks, robust controls, accurate reporting, and actionable insights. You will collaborate closely with finance and business stakeholders to foster informed decision-making and ensure disciplined execution across all initiatives. Your expertise will be critical in aligning financial strategies with the company’s long-term vision while maintaining operational efficiency and financial integrity.

Key Responsibilities

• Financial Planning and Reporting: Lead the development and execution of financial plans, budgets, forecasts, and reports for City Operations in coordination with QIC Finance. Ensure alignment with strategic objectives and operational priorities.
• Service Charge and Cost Recovery: Design, implement, and monitor service charge and cost recovery mechanisms, including calculations, reporting, and cross-functional coordination to ensure financial sustainability and transparency.
• Financial Performance Management: Establish and monitor financial KPIs, management information systems, and performance insights to empower leadership with data-driven decision-making capabilities.
• Budget Control and Cost Optimization: Oversee budget control processes and cost tracking across City Operations functions. Identify risks, variances, and opportunities for cost optimization to enhance financial discipline and efficiency.
• Invoicing and Financial Operations: Lead the invoicing process in collaboration with City Operations teams and QIC central functions, ensuring accuracy, timeliness, and compliance with financial policies.
• General Ledger and Financial Integrity: Maintain the integrity of asset registers and general ledgers, including reconciliations, accruals, and period-end closing activities in partnership with QIC Finance.
• Stakeholder Collaboration: Coordinate with Finance & Controls, City Operations functions, QIC Finance, and other relevant stakeholders to align and implement financial processes that drive operational and financial success.

Qualifications and Experience

• Education: Bachelor’s degree in Finance, Accounting, or a related business discipline from a recognized institution.
• Professional Experience: Minimum of 12 years of progressive experience in finance, management reporting, budgeting, forecasting, or operational finance, with a proven track record of delivering financial excellence.
• Specialized Knowledge: Hands-on experience with service charge models, cost recovery mechanisms, or shared services financial frameworks.
• Technical Proficiency: Strong command of financial planning, cost control methodologies, variance analysis, and financial performance management tools and techniques.
• Operational Finance Expertise: Demonstrated ability to translate operational needs into comprehensive financial plans, insightful reports, and strategic recommendations. Experience working effectively with City Operations leaders, central finance teams, senior leadership, and business unit counterparts is essential.
• Preferred Qualifications: A Master’s degree in Finance, Accounting, or a related field is advantageous and will be considered a plus.
