Program Manager - IT Services & Software Delivery

About the Role

We are seeking an accomplished Program Manager to spearhead strategic customer engagements within our software delivery portfolio. Positioned at the nexus of delivery governance, client relationship management, and commercial oversight, this role demands leadership in managing multiple concurrent projects, mentoring a team of Project Managers, and serving as a trusted advisor to enterprise clients—particularly within the telecom and government sectors in the Kingdom of Saudi Arabia.

Key Responsibilities

The Program Manager will be responsible for the following core functions:

• Program Governance & Delivery:
  • Oversee the end-to-end delivery of assigned programs, ensuring alignment with scope, schedule, budget, and quality standards as per contractual obligations.
  • Maintain a consolidated program-level RAID log and provide the PMO Head with transparent visibility into risks and potential exposures.
  • Ensure adherence to the company’s established methodology, stage gates, and change control processes across delivery teams.
  • Coordinate cross-project resource allocation and proactively resolve dependencies to mitigate bottlenecks.
• Client & Stakeholder Management:
  • Serve as the primary escalation point above the Project Manager level and cultivate steering committee-level relationships.
  • Ensure a cohesive engagement narrative across all projects within the same customer account.
  • Lead executive-level reporting and presentations, delivering clear and concise updates on program health, risks, and strategic decisions.
• Commercial Oversight:
  • Support the review of contract renewals, amendments, change requests, and commercial terms to align with client commitments.
  • Collaborate with Sales, Presales, and Finance teams to ensure proper structuring of scope, SLAs, and pricing models.
  • Identify commercial exposure and contribute to mitigation planning to safeguard project profitability.
• Team Leadership & PMO Contribution:
  • Mentor and support Project Managers, remove operational blockers, and foster team capability growth.
  • Champion the adoption of SDLC and CI/CD best practices across delivery workstreams.
  • Contribute to the continuous improvement of PMO tools, templates, and governance frameworks.
  • Deliver structured weekly program updates and monthly reviews, focusing on critical decisions, risk mitigation, and financial performance.

Requirements

To excel in this role, candidates must meet the following qualifications and experience criteria:

Education & Experience

• Bachelor’s degree in Engineering, Computer Science, Information Systems, or a related field, or equivalent professional experience.
• Minimum of 15 years of professional experience in IT services, software delivery, or technology consulting.
• At least 8 years in a project or program management capacity with direct delivery accountability.
• Proven track record managing multiple concurrent software delivery projects in enterprise environments.
• Preference will be given to candidates with prior experience working with or delivering into stc or similar large telecom/government accounts in KSA.

Technical Knowledge & Certifications

• Working knowledge of SDLC methodologies, including Agile, Scrum, and Waterfall.
• General understanding of CI/CD and DevOps practices.
• Exposure to enterprise platforms such as CRM, ERP, integration/middleware, mobile, or digital experience solutions.
• Proficiency in RAID management and governance reporting.
• Preferred certifications: PMP or equivalent project management certification. Additional certifications such as PgMP, PRINCE2, SAFe, or CSM are advantageous but not mandatory.
