Position Overview
We are seeking a dedicated and proactive Health and Safety Officer to join our team, ensuring the highest standards of health, safety, and environmental (HSE) compliance across all operational sites. This role is pivotal in fostering a culture of safety, minimizing risks, and upholding regulatory compliance to protect both personnel and property. The successful candidate will serve as a key liaison between our organization, contractors, clients, and regulatory authorities, driving continuous improvement in HSE performance.
Key Responsibilities
The Health and Safety Officer will be responsible for a comprehensive range of duties, including:
- Safety Leadership and Compliance: Ensuring adherence to HSE policies, procedures, and regulatory requirements, including ISO 9001:2015, ISO 14001:2015, ISO 50001:2011, and OHSAS 18001:2007 / ISO 45001:2018 standards. Conducting regular site inspections, risk assessments, and job analyses to identify and mitigate hazards.
- Contractor and Personnel Oversight: Supporting the QHSE Manager and Procurement team in reviewing contractor HSE prequalifications. Ensuring all contractors, employees, and stakeholders comply with HSE requirements, including proper use of personal protective equipment (PPE). Conducting site-specific inductions and training sessions to reinforce safety protocols.
- Documentation and Reporting: Maintaining accurate records of HSE incidents, near misses, dangerous occurrences, and emergency drills. Preparing detailed reports on HSE violations, corrective actions, and disciplinary recommendations for submission to senior management. Compiling data for corporate HSE monthly reports to support departmental requirements.
- Emergency Preparedness and Response: Developing, implementing, and updating evacuation plans, emergency procedures, and pandemic illness management protocols. Coordinating with Facility Managers and clients to ensure compliance with regulatory instructions. Leading emergency drills and assessing response readiness to enhance site resilience.
- Technical and Operational Support: Reviewing and approving method statements, risk assessments, work permits, and emergency plans. Conducting periodic and random HSE inspections to verify the functionality of critical systems, including fire protection, HVAC, electrical, and gas systems. Reporting any technical deficiencies to the FM team for prompt resolution.
- Stakeholder Engagement and Training: Representing the QHSE Manager in meetings with clients and stakeholders, documenting minutes, and communicating action items. Facilitating monthly HSE committee meetings, including relevant stakeholders, and maintaining comprehensive records of discussions and outcomes. Providing guidance on COSHH assessments and ensuring compliance with UAE standards for chemical storage and safety data sheets (SDS).
- Incident Investigation and Continuous Improvement: Leading investigations into HSE incidents to identify root causes and proposing corrective actions to prevent recurrence. Monitoring the implementation of control measures and corrective actions to mitigate risks. Promoting the ‘I see, I fix, I report’ program to encourage proactive hazard reporting and resolution.
- Collaboration and Integration: Working closely with senior management to integrate HSE considerations into all business operations. Ensuring that HSE policies and procedures are communicated effectively across all departments and levels of the organization.
Qualifications and Skills
The ideal candidate will possess the following qualifications and attributes:
- A bachelor’s degree in Occupational Health and Safety, Environmental Science, or a related field. Relevant certifications such as NEBOSH, IOSH, or equivalent are highly desirable.
- A minimum of 3-5 years of experience in a Health and Safety Officer role, preferably within a corporate or industrial environment.
- Strong knowledge of HSE regulations, ISO standards, and risk management principles.
- Excellent communication, leadership, and interpersonal skills, with the ability to engage effectively with stakeholders at all levels.
- Proven ability to conduct thorough inspections, investigations, and audits, with a keen eye for detail.
- Proficiency in developing and delivering training programs, as well as preparing comprehensive reports and documentation.
- Flexibility to work on-call, during emergencies, or outside regular working hours as required.
