Sr. HSE Officer

Position Overview

We are seeking a highly motivated and experienced Senior Health, Safety, and Environment (HSE) Officer to lead our organization’s commitment to operational excellence, regulatory compliance, and sustainable practices. In this pivotal role, you will be responsible for developing, implementing, and maintaining robust HSE policies and procedures that align with international standards, including ISO 45001 (Occupational Health and Safety) and ISO 14001 (Environmental Management). Your expertise will be instrumental in fostering a culture of safety, minimizing risks, and ensuring the well-being of our workforce while safeguarding the environment.

Key Responsibilities

Health, Safety, and Environment Management

As the Sr. HSE Officer, you will take the lead in designing and executing comprehensive HSE strategies that meet or exceed regulatory requirements, PPAs (Power Purchase Agreements), and industry best practices. Your responsibilities will include:

• Policy Development and Implementation: Create, review, and enforce HSE policies, procedures, and guidelines to ensure compliance with local and international regulations, including those specific to power generation facilities.
• Risk Assessment and Safety Audits: Conduct regular risk assessments, safety audits, and inspections to identify potential hazards, evaluate control measures, and ensure the plant operates within a safe and secure environment. Implement corrective actions to mitigate identified risks.
• Regulatory Compliance: Stay abreast of evolving health, safety, and environmental regulations, ensuring the organization remains compliant with all applicable laws and standards. Liaise with regulatory bodies to facilitate permits, audits, and inspections.

Training and Awareness

To cultivate a proactive safety culture, you will be responsible for:

• Training Program Development: Design and deliver comprehensive HSE training programs tailored to employees and contractors, covering topics such as emergency response protocols, hazard recognition, and safe work practices.
• Educational Materials and Communication: Develop clear and accessible HSE policies, guidelines, and training materials. Communicate updates and changes effectively to ensure widespread understanding and adherence.

Incident Investigation and Reporting

Your analytical and investigative skills will be critical in managing incidents and near misses:

• Incident Management: Lead thorough investigations into accidents, near misses, and safety incidents, documenting findings and identifying root causes to prevent recurrence.
• Reporting and Analysis: Prepare detailed incident reports and conduct data-driven analyses to highlight trends, risks, and areas for improvement. Maintain a robust incident reporting system to track and monitor safety performance.

Emergency Preparedness and Response

Ensuring the organization is prepared for emergencies is a top priority. In this role, you will:

• Emergency Response Planning: Develop, implement, and regularly update the plant’s emergency response plan, ensuring all personnel are trained and drills are conducted to test preparedness.
• Resource Management: Coordinate the availability and maintenance of personal protective equipment (PPE) and safety equipment, ensuring they meet regulatory standards and operational needs.

Monitoring, Reporting, and Continuous Improvement

To drive ongoing excellence in HSE performance, you will:

• Performance Monitoring: Track and analyze HSE performance metrics, preparing regular reports for management that highlight compliance status, incident trends, and improvement initiatives.
• Audit Participation: Actively participate in internal and external HSE audits and inspections, addressing identified issues promptly and effectively.
• Continuous Improvement: Identify opportunities to enhance HSE practices, processes, and systems. Stay informed about industry advancements and emerging technologies to recommend innovative solutions that elevate safety and environmental stewardship.

Collaboration and Communication

Effective collaboration is essential to integrate HSE considerations across all operations. You will work closely with departments such as operations, maintenance, and engineering to:

• Ensure HSE policies are integrated into daily operations and project planning.
• Foster a culture of safety through open communication, leadership, and engagement with employees, contractors, and management.

Qualifications and Requirements

Education and Experience

• Education: Bachelor’s degree in Environmental Science, Occupational Safety, Engineering, or a related field.
• Experience: Minimum of 5 years of progressive experience in HSE roles, with a strong background in the power generation or industrial sector, preferably within combined cycle plants.

Certifications and Skills

• Certifications: NEBOSH (National Examination Board in Occupational Safety and Health) or IOSH (Institution of Occupational Safety and Health) certification is highly preferred. Internal auditor certifications for ISO 45001 and ISO 14001 are advantageous.
• Technical Proficiency: In-depth knowledge of health, safety, and environmental regulations, as well as ISO standards. Proficiency in MS Office and specialized HSSE management software.
• Soft Skills: Exceptional communication, interpersonal, and leadership abilities. Strong analytical and problem-solving skills to address complex safety challenges.

Additional Requirements

• Work Environment: Willingness to work in onsite environments, including power generation plants, and conduct regular site inspections to assess safety conditions.
• Cultural Adaptability: Ability to thrive in a multicultural setting and communicate effectively with stakeholders at all organizational levels.
• Language Proficiency: Fluency in English is required. Proficiency in Arabic is considered an asset.
