Procurement Officer

Position Overview

We are seeking a highly motivated and experienced Procurement Officer to join our dynamic team. In this pivotal role, you will be responsible for optimizing sourcing processes, negotiating favorable contracts, and ensuring the timely acquisition of high-quality goods and services. Your strategic approach will drive cost efficiency, maintain optimal inventory levels, and support our organization’s operational and financial objectives. Key Responsibilities

• Strategic Sourcing and Cost Optimization: Develop and implement a robust supply strategy to align with organizational goals, leveraging competitive insights to mitigate risks and capitalize on opportunities. Identify and execute cost-reduction initiatives to achieve financial targets while maintaining service excellence.
• Supplier Management and Relationship Building: Cultivate and maintain strong relationships with key suppliers, evaluating their performance to ensure compliance with procurement policies, regulations, and industry standards. Lead supplier rationalization efforts to streamline the supply base and enhance value delivery.
• Contract Negotiation and Compliance: Negotiate and manage contracts to secure favorable terms, ensuring alignment with organizational policies and regulatory requirements. Enforce compliance across all procurement activities to mitigate risks and uphold ethical standards.
• Stakeholder Engagement and Collaboration: Act as a liaison between internal departments and external partners, fostering collaboration to improve service delivery and reduce supply costs. Communicate procurement strategies and their implications to stakeholders to drive alignment and informed decision-making.
• Financial and Budgetary Management: Oversee financial aspects of procurement, including budget adherence, cost tracking, and savings realization. Lead the delivery of savings and operating cash flow programs within your assigned category to support organizational growth.
• Operational Excellence and Process Improvement: Identify and implement metrics, tools, and processes to enhance sourcing efficiency, supplier performance, and overall procurement effectiveness. Champion continuous improvement initiatives to drive operational excellence and strategic value.
• Health, Safety, and Environmental (HSE) Compliance: Support the implementation of HSE initiatives, participate in safety awareness activities, and contribute to incident reporting and resolution in alignment with company and Integrated Management System (IMS) policies. Ensure procurement activities adhere to sustainability and ethical standards.
• Strategic Planning and Competitive Advantage: Formulate and execute a strategic procurement plan that captures total value, sustains a competitive edge, and aligns with the organization’s long-term objectives. Adapt industry best practices to maximize business opportunities and support strategic growth initiatives.

Qualifications and Experience

To excel in this role, you must meet the following requirements:

• Bachelor’s degree in a relevant field (e.g., Business Administration, Supply Chain Management, or related discipline).
• Minimum of 7 years of procurement experience, with a proven track record in the construction industry within the GCC region.
• Demonstrated expertise in strategic sourcing, contract negotiation, and supplier management.
• Strong analytical skills with the ability to interpret financial data, market trends, and competitive insights.
• Excellent communication and interpersonal skills, with the ability to engage and influence stakeholders at all levels.
• Proficiency in procurement software and tools, as well as a solid understanding of procurement policies and regulatory frameworks.
