Position Overview

We are seeking a highly skilled and experienced Procurement Engineer to join our dynamic team. In this pivotal role, you will be responsible for managing end-to-end procurement activities, ensuring cost efficiency, technical compliance, and seamless coordination across multiple departments. The ideal candidate will possess a strong background in construction, EPC, or infrastructure sectors, with a proven ability to source competitive suppliers, negotiate favorable terms, and deliver accurate cost evaluations. This position demands a strategic thinker with exceptional analytical, communication, and negotiation skills to drive procurement excellence and support our organization’s growth objectives.

Key Responsibilities

  • Tender Enquiry Management: Organize and execute comprehensive tender enquiry processes by analyzing tender documents, design reports, drawings, and Bill of Quantities (BOQ) to ensure full alignment with project scope and client requirements.
  • Supplier & Subcontractor Engagement: Develop, maintain, and expand a robust network of suppliers and subcontractors to secure competitive, compliant, and technically suitable quotations for manpower, equipment, materials, subcontracting, insurance, and other cost components.
  • Technical & Commercial Evaluation: Match supplier offers with technical specifications and project requirements, conduct detailed price comparisons, technical evaluations, and commercial analyses to recommend the most cost-effective and reliable suppliers/subcontractors.
  • Negotiation & Cost Optimization: Lead commercial negotiations with suppliers to achieve optimal pricing while ensuring adherence to technical and contractual standards, thereby maximizing value for the organization.
  • Cross-Functional Collaboration: Establish and maintain clear communication channels between suppliers/subcontractors and internal technical evaluation teams to ensure technical clarity, quotation accuracy, quality assurance, and price rationality throughout the tendering process.
  • Market Intelligence & Reporting: Monitor market trends, price fluctuations, and industry developments to provide actionable market intelligence that informs tender strategies and procurement decisions.
  • Documentation & Compliance: Prepare and deliver critical procurement documents, including enquiry records, price comparison sheets, technical evaluation sheets, and supplier selection justifications, ensuring compliance with organizational and client standards.
  • Cost Breakdown & Quotation Updates: Support tender pricing initiatives by updating cost breakdowns and quotation sheets based on the latest enquiry results, ensuring accuracy and transparency in financial projections.
  • Stakeholder Coordination: Collaborate closely with Procurement, Engineering, Commercial, and Contract Departments to facilitate technical and commercial clarifications, resolve discrepancies, and streamline procurement workflows.
  • Pressure Management & Initiative: Demonstrate resilience and strong initiative during peak tender periods, managing multiple priorities with a high degree of responsibility and adaptability.

Qualifications & Skills

  • Education: Diploma in Engineering, Business, or a related discipline from a recognized institution.
  • Experience: Minimum of 5 years in enquiry, procurement, cost estimation, or commercial roles within construction, EPC, or infrastructure sectors.
  • Technical Proficiency: Strong ability to interpret tender documents, drawings, and BOQ, with expertise in cost breakdown tools, Excel, and analysis reporting.
  • Market Knowledge: In-depth understanding of labour, equipment, materials, and subcontracting markets, including price trends and supplier landscapes.
  • Soft Skills: Excellent negotiation, communication, and analytical skills, with a commitment to integrity, ethics, and confidentiality. Fluency in both English and Arabic (verbal and written) is essential for effective international supplier communication.
