Job Purpose
The Payroll Accountant plays a pivotal role in ensuring the seamless execution of human resources payroll services, including personnel file management, time and attendance tracking, payroll preparation, leave administration, employee transfers, benefits processing, loans, and other financial transactions. This position is responsible for delivering these services with precision, efficiency, and adherence to company policies and labor laws, ensuring timely and accurate compensation for all employees.
Key Responsibilities
Policy Implementation and Compliance
- Implement and enforce the HR Department’s established policies and procedures, ensuring full compliance with the company’s broader operational guidelines.
- Adhere to labor laws and company policies when processing salaries, allowances, overtime, commissions, and end-of-service benefits.
Payroll Processing and Accuracy
- Develop, implement, and maintain payroll Standard Operating Procedures (SOPs) to guarantee the accurate and timely disbursement of salaries, allowances, overtime, commissions, and end-of-service benefits.
- Process, calculate, and review indemnity and end-of-service benefits in strict accordance with labor laws and company policies.
- Ensure the payroll team delivers high-quality transactional services, including leave management, employee transfers, ticketing, loans, salary adjustments, premiums, penalties, promotions, and benefits administration.
- Update the payroll system monthly to reflect employee status changes, including salary and benefits increments, deductions, and invoices.
- Process approved leave requests (vacation, personal, and sick leave), as well as working hours and overtime for each pay period.
- Calculate and process necessary deductions, additional payments, and prorated salaries for employees who have worked a partial pay period.
- Verify timesheets, attendance records, and hours worked, and accurately post this information into designated systems.
- Record and process employee status changes, such as transfers, resignations, and other updates, to maintain accurate payroll records.
- Generate periodic and ad-hoc payroll reports, analyze payroll results, and correct any detected errors to ensure financial integrity.
- Review and prepare the payroll sheet for submission to the finance department for final processing.
- Disburse salaries via cash, cheque, or bank transfer, and generate statutory reports for submission to the bank and relevant government authorities, such as the Ministry of Social and Labor Affairs.
- Ensure pay slips are distributed to employees promptly, either electronically or in hardcopy format.
Customer Service and Employee Support
- Provide exceptional customer service to employees regarding payroll-related inquiries, including salaries, leave balances, IBANs, social security, overseas petty cash, resumptions, loans, DAs, advanced salary requests, labor accounts, work injury deductions, and all types of commissions and benefits.
- Respond clearly and professionally to employee questions and concerns about workplace issues, including employment status, company ESS (Employee Self-Service), HR policies, and payments.
- Develop and maintain a comprehensive employee database that tracks promotions, sick days, vacation accruals, and other critical information for efficient data retrieval and reporting.
- Monitor employee attendance and ensure strict compliance with the company’s working hours policy.
- Anticipate, detect, and mitigate potential payroll discrepancies arising from human error, system errors, or incorrect departmental information.
- Review salary computations and related data to identify and reconcile any discrepancies before finalizing payroll.
Technology and Continuous Improvement
- Leverage relevant technology, such as Employee Self-Service (ESS) platforms, to enhance service delivery, improve customer satisfaction, and streamline payroll processes.
- Measure and monitor employee feedback to identify areas for improvement and implement corrective actions as needed.
- Perform additional duties as assigned by the direct manager to support the overall objectives of the HR and finance departments.
Education and Experience
- Bachelor’s degree in Human Resources, Business Administration, Accounting, Finance, or a related field.
- Minimum of 1 to 2 years of relevant experience in payroll processing, accounting, or a similar role within a corporate environment.
