Position Overview

We are seeking a seasoned and strategic Public Relations Manager to serve as the primary liaison between our organization and government authorities at the local, regional, and national levels. This pivotal role will position you as the official representative and trusted advisor to senior leadership, ensuring seamless corporate operations through proactive government engagement, regulatory compliance, and institutional relationship management. The ideal candidate will possess an extensive network within public sector entities, a comprehensive understanding of Saudi corporate and labor laws, and the executive presence required to advocate for the company’s interests at the highest regulatory levels.

Key Responsibilities

Government Liaison & Relationship Management

As the company’s official spokesperson, you will act as the primary point of contact for all interactions with government ministries, municipalities, and regulatory bodies. Your responsibilities will include:

  • Establishing, nurturing, and maintaining high-level relationships with key stakeholders across critical public entities, including the Ministry of Human Resources and Social Development (MHRSD), Ministry of Commerce (MC), General Authority for Media Regulation (GAMR), Saudi Food and Drug Authority (SFDA), General Organization for Social Insurance (GOSI), Jawazat (General Directorate of Passports), and local municipalities.
  • Representing the company in government forums, public hearings, and regulatory workshops to advocate for policies that support favorable business conditions and operational efficiency.
  • Serving as the trusted advisor to executive leadership on matters pertaining to government relations, regulatory trends, and policy developments.

Regulatory Compliance & Institutional Oversight

You will oversee the strategic management of government digital compliance platforms, ensuring meticulous adherence to national regulations. Your duties will encompass:

  • Monitoring and interpreting newly issued laws, royal decrees, and ministerial decisions to assess their operational impact on the company, providing actionable insights to leadership.
  • Ensuring the accurate processing and maintenance of employment contracts, Saudization quotas, and workforce metrics through platforms such as Qiwa, Muqeem, Absher, and GOSI.
  • Proactively managing the renewal of corporate licenses, commercial registrations (CR), industrial or environmental permits, and municipal certificates to prevent operational disruptions or penalties.

Strategic Advocacy & Conflict Resolution

In high-stakes scenarios, you will lead negotiations and provide strategic counsel to resolve disputes, audits, or compliance challenges issued by government authorities. Your responsibilities will include:

  • Acting as the lead negotiator and advisor during regulatory inspections, audits, or disputes, collaborating closely with Legal, HR, and Operations teams to ensure alignment with evolving national laws.
  • Providing strategic guidance to the C-suite on political, regulatory, or policy shifts that may influence the company’s long-term business strategy and operational continuity.
  • Developing and implementing contingency plans to mitigate risks associated with regulatory changes or bureaucratic challenges.

Qualifications & Competencies

Education & Professional Experience

  • Education: Bachelor’s degree in Law, Public Administration, Political Science, Business Administration, or a related field.
  • Experience: Minimum of 8–12 years of progressive experience in Government Relations, Public Policy, or Corporate Affairs, with at least 3–5 years in an executive or managerial capacity within Saudi Arabia.

Core Competencies & Skills

  • Language Proficiency: Fluent professional proficiency in both Arabic and English (written and spoken) is essential for drafting official government correspondence and interpreting complex regulatory texts.
  • Regulatory Expertise: In-depth knowledge of Saudi labor laws, commercial compliance frameworks, corporate governance, and digital government infrastructure.
  • Negotiation & Diplomacy: Exceptional interpersonal, negotiation, and consensus-building skills, with the ability to command respect and foster mutual trust with public officials.
  • Problem-Solving Agility: Demonstrated ability to navigate administrative bottlenecks and implement compliant, efficient solutions to complex bureaucratic challenges.
  • Executive Presence: Strong leadership qualities, strategic thinking, and the ability to represent the company’s interests with professionalism and authority.

Key Performance Indicators (KPIs)

The successful candidate will be evaluated based on their ability to:

  • Maintain a Regulatory Compliance Score of zero operational disruptions, fines, or legal penalties resulting from expired licenses or non-compliant procedures.
  • Strengthen the company’s Government Relations Score by expanding and deepening institutional partnerships with key public sector stakeholders.
  • Ensure timely and accurate processing of all regulatory submissions, renewals, and compliance reports.
  • Provide strategic foresight to leadership on emerging regulatory trends and their potential impact on the business.
