HSE Engineer - Saudi

Position Overview

We are seeking a highly motivated and experienced HSE Engineer to join our team in Jeddah, Saudi Arabia. In this critical role, you will be responsible for overseeing and implementing Health, Safety, and Environmental (HSE) requirements across construction, infrastructure, and engineering projects. Your expertise will ensure full compliance with local and international regulations, company policies, and project-specific standards while fostering a robust safety culture throughout the workforce. The ideal candidate will possess a strong background in HSE management, a commitment to continuous improvement, and the ability to collaborate effectively with cross-functional teams to maintain a safe and environmentally responsible work environment.

Key Responsibilities

The HSE Engineer will play a pivotal role in safeguarding personnel, assets, and the environment by executing the following responsibilities:

• Health & Safety Management:
  • Develop, implement, and monitor project-specific HSE plans, policies, and procedures in alignment with regulatory and client requirements.
  • Conduct regular site inspections and safety audits to proactively identify hazards, unsafe conditions, and non-compliance issues.
  • Ensure strict adherence to approved safety plans, method statements, and permit-to-work systems by contractors and subcontractors.
  • Review and approve Risk Assessments (RA), Job Safety Analysis (JSA), and Safe Work Method Statements (SWMS) to mitigate operational risks.
  • Recommend and implement corrective and preventive measures to eliminate or reduce workplace hazards.
  • Champion a proactive safety culture through leadership, engagement, and continuous communication with project teams.
• Environmental Management:
  • Monitor and enforce compliance with environmental regulations, project environmental management plans, and sustainability initiatives.
  • Identify environmental risks and coordinate the implementation of mitigation measures, including waste management, pollution prevention, dust control, and noise reduction strategies.
  • Conduct environmental inspections and prepare detailed compliance reports to ensure adherence to environmental standards.
  • Support and promote environmental awareness programs to enhance sustainability practices across the project.
• Incident Investigation & Reporting:
  • Lead thorough investigations into workplace incidents, accidents, near misses, and unsafe acts to determine root causes.
  • Develop and implement corrective action plans to prevent recurrence and ensure their effective closure.
  • Maintain accurate incident records and prepare comprehensive investigation reports for internal and external stakeholders.
• Training & Awareness:
  • Deliver mandatory HSE induction training for employees, contractors, and visitors to ensure awareness of safety protocols.
  • Conduct toolbox talks, safety campaigns, and awareness programs to reinforce best practices and regulatory compliance.
  • Verify that all personnel are adequately trained and competent to perform their assigned tasks safely and efficiently.
• Compliance & Documentation:
  • Prepare, maintain, and update HSE records, reports, registers, and documentation in accordance with legal and company requirements.
  • Submit timely weekly and monthly HSE performance reports to senior management and relevant stakeholders.
  • Support internal and external HSE audits by providing necessary documentation, facilitating inspections, and implementing audit findings.
• Emergency Preparedness:
  • Develop, review, and implement emergency response plans tailored to project-specific risks and regulatory requirements.
  • Coordinate and conduct emergency drills, evacuation exercises, and crisis management simulations to ensure preparedness.
  • Ensure the availability, functionality, and regular inspection of emergency equipment, including fire safety systems and first aid kits.
  • Participate in emergency response activities and provide guidance during critical incidents to minimize impact and ensure personnel safety.

Required Qualifications

To excel in this role, candidates must meet the following criteria:

• Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Engineering, or a related discipline from a recognized institution.
• Minimum of 7 years of progressive HSE experience, with a strong preference for candidates with a background in construction, infrastructure, transportation, or industrial projects.
• In-depth knowledge of international HSE standards, local regulations, and best practices in occupational health, safety, and environmental management.
• Professional HSE certification is mandatory or highly preferred, including but not limited to:
• NEBOSH International General Certificate (IGC)
• NEBOSH Construction Certificate
• IOSH Managing Safely
• OSHA 30-Hour Certification
• ISO 45001 Lead Auditor/Internal Auditor
• ISO 14001 Lead Auditor/Internal Auditor
• First Aid and Fire Safety Training

Technical Skills & Competencies

The ideal candidate will demonstrate proficiency in the following areas:

• Comprehensive understanding of occupational health and safety regulations, risk assessment methodologies, and hazard identification techniques.
• Experience with ISO 45001 (Occupational Health and Safety Management Systems) and ISO 14001 (Environmental Management Systems).
• Strong analytical and problem-solving skills to assess risks and implement effective control measures.
• Excellent communication and interpersonal abilities to engage with diverse stakeholders, including project teams, contractors, and regulatory authorities.
• Proficiency in preparing and maintaining HSE documentation, reports, and compliance records.
• Ability to work in a fast-paced, dynamic environment with a commitment to continuous improvement and proactive risk management.
