Finance Manager

Position Overview

We are seeking a highly skilled and experienced Finance Manager to oversee the financial operations of our organization, ensuring compliance with Saudi Arabian regulatory requirements while driving financial integrity and transparency. This pivotal role will report directly to the Chief Financial Officer (CFO) and will be responsible for managing the general ledger, month-end close processes, cash and banking operations, payroll, and a comprehensive suite of Saudi statutory compliance obligations. The ideal candidate will possess extensive hands-on experience within the Kingdom of Saudi Arabia (KSA), with a proven ability to build and lead a finance team while maintaining audit readiness as the company scales. This position offers a unique opportunity to contribute to the financial governance of an Aramco-ecosystem supplier, with potential for growth into a Financial Controller role as the organization evolves.

Key Responsibilities

Accounting, Close & Reporting

• Own and manage the general ledger, ensuring accurate and timely month-end close processes in accordance with a standardized checklist, completing reconciliations within 10 working days.
• Prepare and present monthly management accounts, balance sheet reviews, and reconciliations for the CEO, board, and CFO, ensuring alignment with SOCPA-endorsed IFRS standards.
• Oversee the preparation of statutory financial statements and serve as the primary liaison with external auditors throughout the annual statutory audit process.
• Conduct bank reconciliations and review Wage Protection System (WPS) and General Organization for Social Insurance (GOSI) reconciliations to ensure accuracy and compliance.
• Maintain and update accounting policies, the chart of accounts, and the close calendar to reflect the evolving needs of the business and ERP system enhancements.

Cash, Banking & Internal Controls

• Manage daily cash flow operations, maintain strong relationships with banking partners, and oversee payment runs while adhering to dual signatory protocols and Delegation of Authority (DoA) thresholds.
• Enforce robust segregation of duties to mitigate financial risks and ensure compliance with internal control frameworks.
• Implement and monitor a three-way match process (Purchase Order + Goods Receipt + Invoice) before processing vendor payments, and conduct weekly Accounts Receivable (AR) aging reviews, particularly for Aramco-portal invoices.
• Ensure ERP role-based access controls align with segregation-of-duties matrices, prohibiting shared credentials and supporting the implementation of co-sourced internal audit functions.

KSA Statutory & Regulatory Compliance

• Oversee Zakat and Tax Authority (ZATCA) / FATOORA e-invoicing operations, including Phase-2 integration and clearance of invoices through ZATCA, while coordinating ERP system integrations.
• Manage periodic Value-Added Tax (VAT) returns and annual Zakat / Corporate Income Tax (CIT) filings in collaboration with SOCPA-certified advisors until in-house capabilities are established.
• Ensure full compliance with WPS and GOSI requirements, including timely payroll submissions through the Wage Protection System and accurate monthly GOSI reconciliations and registrations.
• Support Nitaqat (Saudization) compliance initiatives and oversee the finance-related inputs for IKTVA (In-Kingdom Total Value Add) localization scoring, aligning with the organization’s obligations as an Aramco-ecosystem supplier.

Team Leadership & Development

• Lead, mentor, and develop a high-performing finance team, including an Accountant and Finance Operations Specialist, fostering a culture of accountability, accuracy, and continuous improvement.
• Prioritize the professional development of Saudi national talent within the finance function, contributing to the organization’s localization commitments and talent pipeline.

Qualifications & Competencies

Essential Requirements

• Bachelor’s degree in Accounting, Finance, or a related field from an accredited institution.
• Professional qualification such as SOCPA membership (strongly preferred) or equivalent credentials such as CPA, ACCA, CA, or similar, with a commitment to advancing SOCPA certification.
• Minimum of 8–12 years of progressive finance and accounting experience, with a minimum of 4–5 years of hands-on experience working within the Kingdom of Saudi Arabia—this is a non-negotiable requirement.
• Proven track record of managing or supervising a finance team or owning end-to-end financial functions, including full-cycle accounting, month-end close, and KSA statutory compliance (ZATCA, VAT, Zakat, WPS, GOSI) with minimal external support.
• Demonstrated expertise in SOCPA-endorsed IFRS reporting, month-end close discipline, and ERP systems with role-based access controls.
• Hands-on experience with ZATCA / FATOORA Phase-2 e-invoicing, KSA VAT, Zakat / CIT filing, WPS, and GOSI compliance.

Desirable Qualifications

• Prior experience working with clients within the Aramco or SABIC ecosystem, particularly those utilizing supplier portals or project-based financial structures.
