Project Overview
Plan International Pilipinas Foundation, Inc. is currently implementing a multi-year health initiative designed to fortify local health systems and enhance access to quality, inclusive, and responsive healthcare services for marginalized communities. The project collaborates with local stakeholders to strengthen health governance, improve service delivery mechanisms, and build resilient health systems that prioritize equity, accessibility, and community-centered care. This initiative underscores our commitment to advancing public health outcomes through participatory and sustainable approaches.
Role Overview
We are seeking a dynamic and experienced Project Officer to provide essential frontline support to our health project. In this pivotal role, you will be instrumental in mobilizing community engagement and facilitating grassroots-level activities aimed at improving healthcare access and quality. Your responsibilities will span technical implementation, participatory analysis, stakeholder engagement, capacity building, and monitoring and evaluation, all while ensuring a gender-responsive and inclusive approach to public health.
Key Responsibilities
- Technical Implementation: Collaborate closely with project specialists to execute high-quality, technically sound activities at the community level, ensuring alignment with established public health principles and best practices.
- Participatory Analysis: Lead community-level participatory situational analyses and consultations to identify and address health-related challenges, incorporating a gender-responsive lens to ensure inclusive solutions.
- Stakeholder Engagement: Mobilize and sustain the participation of diverse stakeholders, including community members, local government unit (LGU) personnel, and healthcare providers, ensuring their meaningful involvement throughout the project lifecycle.
- Capacity Building: Design and facilitate targeted capacity-building initiatives for children, families, LGU personnel, and other stakeholders, with a focus on strengthening local health systems and fostering sustainable health practices.
- Monitoring and Evaluation: Facilitate local participation in the planning, implementation, monitoring, and evaluation (SAPIME) of health interventions, employing inclusive and gender-transformative methodologies to assess impact and drive continuous improvement.
- Reporting: Prepare detailed community-level reports that document project activities, outcomes, and lessons learned, ensuring transparency and accountability in all reporting processes.
- Emergency Response: Provide critical support to emergency response activities as required, contributing to the organization’s humanitarian efforts and ensuring timely and effective interventions during crises.
Qualifications and Experience
- Holds a university degree in a health-related discipline (e.g., Public Health, Nursing), Social Work, Community Development, Social Development, Social Sciences, or a related field.
- Minimum of three years of experience in program implementation at the community level, with at least two years specifically focused on health-related projects or programs.
- Demonstrated understanding of community development principles, partnership and stakeholder engagement, networking, advocacy, data gathering, documentation, planning, implementation, monitoring, and evaluation within a public health context.
- In-depth knowledge of children’s rights, government health programs, community-based health systems, health governance, gender equality, and inclusion, particularly in relation to public health initiatives.
- Proficiency in computer applications and digital tools relevant to project management and reporting.
- Exceptional communication and interpersonal skills, with the ability to collaborate effectively in diverse and dynamic team environments.
- Willingness and ability to conduct extensive fieldwork in project areas, demonstrating adaptability and resilience in challenging environments.
- Must be a Filipino national based in the Philippines.
