About the Role
BEC Arabia is seeking a highly motivated and detail-oriented Finance - Administrative Officer to join our esteemed Finance team based in Riyadh. This pivotal role is designed to ensure the seamless execution of financial and administrative operations while aligning with the company’s strategic objectives and Saudi Vision 2030. As a critical member of our Finance department, you will collaborate closely with cross-functional teams to streamline financial processes, uphold regulatory compliance, and enhance operational efficiency. Key Responsibilities
- Financial Documentation Management: Oversee the preparation, review, and processing of financial documents, including invoices, receipts, and expense reports, ensuring strict adherence to company policies and regulatory standards.
- Regulatory Compliance & Reporting: Coordinate with external auditors and regulatory authorities to facilitate the timely submission of financial reports, ensuring full compliance with Saudi Labor Law, GOSI, and other applicable regulations.
- Accounts Payable & Receivable Management: Monitor and reconcile financial transactions, ensuring prompt payments to vendors and timely collections from clients to maintain healthy cash flow.
- Financial Reporting & Analysis: Prepare and present accurate monthly, quarterly, and annual financial statements and reports for internal stakeholders and regulatory bodies, supporting informed decision-making.
- Budgeting & Financial Planning Support: Assist the Finance Manager in developing and executing budgets, forecasts, and financial strategies to drive sustainable growth.
- Labor Law & Saudization Compliance: Ensure adherence to Saudi Labor Law, Nitaqat (Saudization) requirements, and other regulatory mandates, maintaining meticulous records of employee benefits, payroll, and deductions in collaboration with the HR department.
- Process Optimization: Identify and implement administrative and financial processes to enhance efficiency, reduce operational costs, and improve departmental performance.
- Project Financial Support: Provide financial data and insights for bids, tenders, and project proposals, ensuring alignment with company objectives and regulatory requirements.
- Stakeholder Liaison: Act as a liaison between the Finance department and external partners, including vendors, contractors, and clients, to resolve financial discrepancies and facilitate smooth transactions.
- Procurement & Administrative Oversight: Manage the procurement of office supplies and monitor departmental budgets for administrative expenses, ensuring cost-effective resource allocation.
Required Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, or a related field from a recognized institution.
- Minimum of three years of progressive experience in financial administration, preferably within the construction, engineering, or infrastructure sectors.
- Proficiency in financial software platforms such as SAP, Oracle Financials, or QuickBooks, with a strong aptitude for financial systems.
- In-depth knowledge of Saudi Labor Law, GOSI regulations, and Nitaqat (Saudization) requirements, with a commitment to ensuring full compliance.
- Advanced proficiency in Microsoft Excel and other Microsoft Office tools, with the ability to analyze financial data and generate insightful reports.
- Exceptional organizational skills, meticulous attention to detail, and the ability to manage multiple priorities in a fast-paced environment.
- Fluency in English; proficiency in Arabic is highly advantageous for effective communication and collaboration.
Preferred Qualifications
- Professional certifications such as CPA, CMA, or ACCA, demonstrating a commitment to professional excellence.
- Prior experience in financial management within construction, engineering, or large-scale infrastructure projects.
- Familiarity with ISO 9001 and other quality management standards, ensuring alignment with best practices in financial administration.
- Knowledge of sustainability-related financial reporting frameworks such as LEED or Mostadam, supporting BEC Arabia’s commitment to environmental stewardship.
- Advanced data analysis and financial modeling skills, enabling the generation of predictive insights for strategic decision-making.
Working Conditions
This position is based at our corporate headquarters in Riyadh, with standard office hours and occasional extended hours during critical financial reporting periods. Minimal travel may be required to support project-related activities or stakeholder engagements.
