About the Role

We are seeking a detail-oriented and proactive HR Operations Admin to join our team and oversee the seamless execution of HR administrative functions in alignment with Saudi labor regulations. This role is pivotal in managing employee lifecycle processes, ensuring full compliance with government mandates, and maintaining accurate records across multiple platforms. The ideal candidate will possess hands-on experience with Saudi government portals, including Qiwa, GOSI, Muqeem, Mudad, and medical insurance systems, and will play a key role in supporting both HR and payroll operations.

Key Responsibilities

  • Government Platform Management: Execute all HR transactions through Qiwa, including employment contracts, employee transfers, contract amendments, work permits, and termination processes. Ensure timely and accurate submissions to maintain compliance with the Ministry of Human Resources and Social Development (MHRSD).
  • GOSI and Social Security Compliance: Administer GOSI registrations, process salary updates, manage employee additions and removals, and ensure monthly compliance activities are completed in accordance with Saudi labor laws.
  • Iqama and Visa Management: Oversee the issuance, renewal, and processing of Iqama, profession changes, and exit/re-entry visas through Muqeem and other government platforms. Monitor expiry dates to prevent compliance risks.
  • Payroll and WPS Coordination: Collaborate with Mudad to ensure payroll compliance and adherence to the Wage Protection System (WPS) requirements. Verify employee data accuracy before payroll processing and support reconciliation efforts.
  • Saudization (Nitaqat) Support: Monitor the company’s Nitaqat status and assist in initiatives to maintain compliance with Saudization targets set by the MHRSD.
  • Medical Insurance Administration: Coordinate with insurance providers for employee enrollment, renewals, dependent management, and ensure compliance with local regulations.
  • Employee Lifecycle Management: Handle onboarding and offboarding processes, prepare employment contracts, HR letters, certificates, and other documentation. Maintain comprehensive employee records across all HR and government systems.
  • HR Documentation and Compliance: Ensure all HR documentation, including employee files, contracts, and government submissions, are accurate, up-to-date, and compliant with company policies and regulatory standards.
  • Payroll and HR Services Support: Process employee requests related to leave, transfers, salary certificates, and other HR services. Assist with probation confirmations, contract renewals, and status changes. Coordinate payroll inputs for new hires, resignations, salary adjustments, and deductions.
  • Reporting and Audits: Prepare periodic HR operational reports and compliance dashboards. Support internal and external audits by maintaining complete and accurate documentation. Identify process improvements to enhance operational efficiency.

Qualifications and Skills

To excel in this role, candidates must meet the following requirements:

  • Education: Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Experience: Minimum of 1–3 years of HR Operations experience within Saudi Arabia, with a strong understanding of Saudi labor laws and regulations.
  • Technical Proficiency: Hands-on experience with government platforms such as Qiwa, GOSI, Muqeem, Mudad, and medical insurance portals. Familiarity with HRIS and payroll systems is essential.
  • Analytical and Reporting Skills: Proficiency in Microsoft Excel and the ability to generate accurate reports and dashboards to support HR decision-making.
  • Language and Communication: Fluency in both English and Arabic, with excellent written and verbal communication skills to liaise with internal stakeholders and government authorities.
  • Soft Skills: Strong organizational abilities, attention to detail, problem-solving mindset, and the capacity to manage confidential information with integrity.

Preferred Qualifications

While not mandatory, the following qualifications will be considered advantageous:

  • Professional HR certification (e.g., CIPD, SHRM, HRCI, or equivalent).
  • Experience in the IT, consulting, or professional services industry.
  • Familiarity with ISO-compliant HR processes and best practices.
