Procurement Officer

Position Overview

We are seeking a highly motivated and experienced Procurement Officer to join our dynamic team. In this pivotal role, you will be responsible for driving excellence in procurement operations while upholding the highest standards of safety, integrity, and sustainability. Key Responsibilities

The Procurement Officer will play a critical role in executing procurement activities in alignment with corporate policies, regulatory requirements, and industry best practices. Your core responsibilities will include:

• Compliance and Governance:
  • Ensure full adherence to Saudi procurement regulations, contract law, industry standards, and HSSE (Health, Safety, Security, and Environment) requirements.
  • Promote ethical procurement practices, fostering transparency, fairness, and the avoidance of conflicts of interest in all supplier engagements.
  • Support internal and external audits by maintaining accurate documentation and records of procurement activities.
• Procurement Operations:
  • Contribute to budget preparation, cost control, and expense tracking to ensure fiscal responsibility and value for money.
  • Prepare and issue inquiries and purchase orders in accordance with the manufacturing schedule (ERP-driven) and requisition-driven requirements for long lead items.
  • Lead negotiations with suppliers to secure globally competitive pricing, favorable delivery terms, and robust contract conditions.
  • Document bid tab evaluations and sole source justifications to ensure compliance and transparency.
• Supplier Management and Risk Mitigation:
  • Lead supplier qualification audits and drive continuous improvement initiatives to enhance supplier performance.
  • Engage with suppliers and internal stakeholders to mitigate delivery risks, including resolving escalated issues through effective communication and collaboration with technical, operations, and engineering teams.
  • Track and manage supplier quality and performance metrics, maintaining commercial interfaces to ensure accountability.
  • Identify, assess, and plan for supply chain risks, including sole-sourced materials and long lead times.
  • Manage warranty claims, back-charges, and liquidated damages to protect organizational interests.
• Strategic Procurement and Innovation:
  • Participate in the development of procurement strategies and budgets to align with organizational goals.
  • Act as a subject matter expert in new product development processes, providing insights on commodities, costs, lead times, and associated risks.
  • Monitor market conditions and business drivers to maximize leverage and minimize supply chain risks.
• Logistics Management:
  • Coordinate end-to-end logistics activities, including transportation, customs clearance, and delivery scheduling, to ensure timely material and equipment delivery to project sites.
  • Ensure compliance with import/export regulations and local authority requirements, such as ZATCA, SFDA, and SASO.
  • Collaborate with suppliers, freight forwarders, and internal stakeholders to resolve delivery delays or discrepancies.
  • Maintain accurate logistics documentation, including Bill of Lading (BOL), Packing Lists, and Certificates of Origin.
  • Optimize logistics costs through vendor negotiation, shipment consolidation, and strategic route planning.
  • Track and share exemptions with the finance team for accurate claims processing.
• Outline Agreement Management:
  • Develop, negotiate, and manage long-term Outline Agreements (OAs) with strategic suppliers to ensure business continuity and cost efficiency.
  • Monitor OA performance, pricing structures, and contract validity, aligning with approved procurement policies and frameworks in collaboration with the Procurement Committee (PC).
  • Ensure all OAs are properly linked in the ERP system (e.g., Oracle/SAP) for seamless PR-to-PO processing.
  • Conduct periodic supplier performance reviews and update OA terms to reflect evolving business needs.
  • Maintain an OA tracker to monitor expiration dates, contract utilization, and renewal requirements.
• Reporting and Continuous Improvement:
  • Prepare periodic reports on logistics costs, supplier performance, and OA utilization rates to support data-driven decision-making.
  • Identify process optimization opportunities within logistics and contracting workflows to enhance efficiency and reduce costs.
  • Support localization initiatives in alignment with Vision 2030 and Local Content targets to drive economic growth and sustainability.

Qualifications and Experience

To excel in this role, candidates must meet the following requirements:

• Bachelor’s degree or higher in Engineering, Business Management, or a related field; equivalent job experience will be considered.
• Minimum of 5 years of experience in Procurement, Technical, Engineering, Commercial, or Project environments.
• In-depth knowledge of commercial purchasing procedures, contract law, and procurement best practices.
• Proficiency in ERP systems, such as Oracle or SAP, with the ability to maintain data integrity and communicate exceptions impacting production schedules.
• Strong analytical, negotiation, and communication skills, with the ability to collaborate effectively across departments.
• Demonstrated experience in logistics management, supplier qualification audits, and risk mitigation strategies.
• Familiarity with import/export regulations and local authority requirements in Saudi Arabia is highly desirable.
