Position Overview
The Commissioning Engineer plays a pivotal role in ensuring the successful deployment and operational readiness of complex systems across various domains, including Extra Low Voltage (ELV), security systems, electrical, mechanical, and multi-disciplinary packages. This position is responsible for meticulously planning, coordinating, executing, and supervising all commissioning activities throughout the project lifecycle. The Commissioning Engineer ensures that systems are rigorously tested, validated, and seamlessly handed over in strict adherence to project specifications, client standards (Aramco/HCIS/EPC), and operational requirements. The role demands a high level of technical expertise, leadership, and meticulous attention to detail to guarantee that systems meet the highest standards of functionality, reliability, and compliance.
Key Responsibilities
Commissioning Planning & Strategy
The Commissioning Engineer is tasked with developing comprehensive commissioning plans, procedures, schedules, and resource allocation strategies. This includes defining system boundaries, commissioning stages, and Inspection and Test Plans (ITPs) in alignment with project specifications. The role requires close collaboration with engineering, procurement, construction, and Quality Assurance/Quality Control (QA/QC) teams to ensure that all prerequisites for commissioning are met efficiently and effectively.
Pre-Commissioning Activities
In the pre-commissioning phase, the Commissioning Engineer reviews Issued for Construction (IFC) drawings, shop drawings, vendor documentation, Factory Acceptance Test (FAT) reports, and method statements. The role involves verifying installation completion through detailed inspections, punch lists, and readiness checklists. Additionally, the Commissioning Engineer ensures that all devices are properly calibrated, configured, and connected before proceeding to functional testing, thereby mitigating potential risks and ensuring a smooth transition to the commissioning phase.
System Commissioning & Testing
The Commissioning Engineer leads the implementation of commissioning tests, including functionality, integration, performance, and reliability tests. This involves supervising commissioning technicians and subcontractors to ensure that all activities are executed in accordance with established procedures. The role includes conducting system integration testing for ELV/ICT/security systems such as CCTV, Access Control Systems (ACS), Intrusion Detection Systems (IDS), Public Address (PA) systems, Structured Cabling, and Network Systems. The Commissioning Engineer reviews and validates test results and logs, ensuring full compliance with industry standards and project requirements.
Client Coordination & Approvals
Effective communication and coordination with client representatives, including Aramco Project Management Teams (PMT), HCIS, EPC contractors, and consultants, are essential. The Commissioning Engineer interfaces with stakeholders to facilitate inspections, approvals, and sign-offs, and leads Site Acceptance Tests (SAT) to demonstrate system functionalities. The role involves coordinating with stakeholders to resolve Non-Conformance Reports (NCRs), punch points, and ensure seamless system acceptance.
Documentation & Reporting
The Commissioning Engineer is responsible for preparing comprehensive commissioning dossiers, test reports, checklists, red-line/as-built inputs, and turnover packages. This includes maintaining daily commissioning logs, progress trackers, and compliance reports to ensure that all documentation aligns with Aramco, HCIS, or project-specific templates and requirements. Accurate and detailed documentation is critical to the successful handover and operational readiness of the systems.
Handover & Post-Commissioning Support
In the final stages, the Commissioning Engineer ensures the achievement of mechanical completion (MC), pre-commissioning, commissioning, and final acceptance milestones. The role includes supporting training for end-users and Operations & Maintenance (O&M) teams to ensure a smooth transition to operational status. Additionally, the Commissioning Engineer assists in system optimization, troubleshooting, and warranty-related activities post-handover to guarantee long-term reliability and performance.
Qualifications & Skills
Educational Requirements
- Bachelor’s Degree in Electrical Engineering, Electronics/Communication Engineering, Instrumentation, or a related discipline.
Experience Requirements
- Minimum of 5-7 years of hands-on experience in commissioning activities for ELV, ICT, security systems, electrical, or industrial projects.
- Proven experience with Aramco/HCIS/SABIC/NEOM projects is highly desirable.
- Prior exposure to commissioning large-scale integrated security systems is an added advantage.
Technical Competencies
- In-depth knowledge of commissioning methodologies, testing tools, and system integration practices.
- Expertise in ELV/security systems, including CCTV, ACS, Fire & Gas (F&G) systems, Radar/Perimeter Systems, Network/Switching, Structured Cabling, Servers, Storage, and Building Management Systems (BMS)/SCADA interfaces.
- Proficiency in reading and interpreting drawings, schematics, network layouts, ITPs, and method statements.
- Familiarity with Aramco SAT, HCIS compliance requirements, and project commissioning standards.
Soft Skills
- Strong leadership and team supervision capabilities to guide commissioning teams effectively.
- Excellent communication skills to liaise with clients, consultants, and internal teams.
- Ability to manage high-pressure timelines and proactively resolve technical issues.
- Detail-oriented, disciplined, and methodical approach to testing and documentation.
