IT Transformation Consultant

Role Overview

We are seeking a seasoned IT Transformation Consultant to lead and establish the enterprise IT Quality Assurance (QA) and Technology Delivery function. In this pivotal role, you will be responsible for ensuring the secure, reliable, and timely delivery of technology solutions through the implementation of robust quality engineering practices, governance frameworks, DevOps methodologies, and strict adherence to regulatory compliance. Your leadership will drive continuous improvement and operational excellence across the entire technology landscape, aligning IT initiatives with broader business objectives.

Key Responsibilities

IT Quality Assurance Strategy

You will define and implement enterprise-wide QA and testing strategies that are fully aligned with both IT and business goals. This includes establishing comprehensive quality governance frameworks, setting industry-leading standards, and deploying advanced testing methodologies. Your responsibilities will encompass leading functional, integration, system, regression, performance, security, and user acceptance testing initiatives. You will champion quality engineering practices, particularly shift-left testing approaches, to identify and resolve issues early in the development lifecycle. Additionally, you will ensure strict compliance with security protocols, audit requirements, regulatory mandates, and IT governance frameworks. A critical aspect of this role involves logging, analyzing, and addressing front-end customer experience (CM) issues to enhance overall system reliability.

Technology Delivery Leadership

As the owner of end-to-end IT project delivery, you will oversee the execution of IT projects, software products, system implementations, and digital transformation initiatives from initial requirements gathering through deployment and into post-production support. Your leadership will ensure seamless project execution, including meticulous release planning, deployment scheduling, and rigorous production readiness reviews to guarantee successful go-live outcomes.

Agile & DevOps Excellence

You will drive automation across development and testing processes to enhance efficiency and accuracy. This includes improving release frequency while maintaining unwavering system stability and quality. Collaboration with infrastructure teams will be essential to streamline deployment pipelines, and you will establish DevOps metrics and performance monitoring frameworks to measure and optimize delivery performance. Your focus on automation will extend to developing and executing enterprise test automation strategies, increasing automated test coverage across web, mobile, APIs, and enterprise applications, and implementing cutting-edge testing tools and frameworks.

Governance, Risk & Compliance

You will establish robust IT delivery governance and quality assurance controls to mitigate risks and manage technical debt. This role requires ensuring compliance with IT policies, cybersecurity standards, and regulatory requirements, including conducting thorough quality audits and delivery reviews. You will lead root cause analysis and continuous improvement initiatives to address systemic issues and enhance operational resilience. Additionally, you will oversee incident notification requirements to ensure timely and effective communication during critical events.

Stakeholder & Vendor Management

As the primary escalation point for delivery and quality-related concerns, you will serve as a trusted advisor to executive leadership, communicating delivery status, quality metrics, risks, and strategic recommendations. Your collaboration with business units will ensure technology delivery is fully aligned with organizational priorities. You will also ensure third-party solutions meet the highest quality standards and establish a comprehensive technology vendor risk management framework to safeguard the enterprise.

Regulatory & Compliance Alignment

You will ensure that all QA and IT deliveries comply with SAMA (Saudi Central Bank) regulations, implementing traceable sign-off frameworks before production to monitor the effective rollout of services and ensure adherence to SAMA requirements. Your oversight will extend to preparing the organization for regulatory inspections, reviews, and reporting related to IT, as well as assessing IT governance readiness and creating a robust framework to support compliance and operational excellence.

Qualifications & Experience

• Experience: Minimum of 8 to 12 years of relevant experience in IT transformation, quality assurance, or technology delivery leadership roles.
• Certifications: Enterprise Architecture certifications are highly preferred, particularly TOGAF and/or COBIT. Candidates with 15+ years of experience will be given special consideration.
• Nationality: Saudi nationals are welcome to apply, though this position is open to all qualified candidates.
• Project Management: While project management experience is not mandatory, it is considered a valuable asset for this role.
