Position Overview
KAEAA is actively seeking a visionary and results-driven General Director of Digital Transformation to spearhead the creation and evolution of the Digital Transformation General Department. In this pivotal leadership role, you will be responsible for defining and executing a comprehensive digital transformation strategy, developing a dynamic digital roadmap, and overseeing enterprise-wide digital initiatives. Your mandate will be to enhance operational efficiency, foster a culture of innovation, and align all digital efforts with the organization’s strategic objectives to drive sustainable growth and competitive advantage.
Key Responsibilities
The successful candidate will play a central role in shaping the future of KAEAA through the following core responsibilities:
- Department Establishment and Leadership: Establish and develop the Digital Transformation General Department from the ground up, including designing its operating model, governance structure, and performance metrics to ensure alignment with organizational goals.
- Strategic Digital Transformation: Develop and execute a forward-thinking Digital Transformation Strategy that is fully integrated with the organization’s overall vision, ensuring a cohesive and impactful digital evolution.
- Digital Roadmap Development and Management: Create and oversee the implementation of a detailed Digital Transformation Roadmap, prioritizing initiatives that deliver measurable business value and accelerate the achievement of strategic objectives.
- Digital Governance and Compliance: Establish robust digital governance frameworks, policies, standards, and procedures to ensure consistency, security, and compliance with regulatory requirements. This includes adherence to frameworks and regulations issued by the Digital Government Authority (DGA), National Cybersecurity Authority (NCA), Saudi Data & AI Authority (SDAIA), and other relevant bodies.
- Innovation and Organizational Transformation: Champion innovation, change management, and business process improvement initiatives to drive operational excellence and organizational agility. Lead cultural transformation efforts to embed digital-first thinking across all levels of the organization.
- Technology Ecosystem Leadership: Oversee the development and integration of the organization’s technology ecosystem, encompassing enterprise applications, data and analytics, infrastructure, IT services, and cybersecurity. Ensure seamless interoperability and alignment across all technology domains to support business objectives.
- Financial and Strategic Oversight: Develop and manage technology budgets, investments, contracts, and strategic partnerships to optimize resource allocation and maximize return on investment. Ensure cost-effective and value-driven technology deployments.
- Performance Monitoring and Reporting: Establish and monitor key performance indicators (KPIs) to assess digital transformation maturity, track progress, and provide data-driven recommendations to executive leadership for continuous improvement.
Qualifications & Experience
To excel in this role, candidates must meet the following qualifications and possess a proven track record of success:
- Education: Bachelor’s degree in Computer Science, Information Technology, Information Systems, Computer Engineering, or a closely related field. A Master’s degree in a relevant discipline is highly desirable.
- Professional Experience: Minimum of 10 years of progressive experience in Digital Transformation or Information Technology, with at least 5 years in a leadership capacity. Demonstrated expertise in leading end-to-end digital transformation initiatives, from strategy formulation to execution and realization of tangible business outcomes.
- Sector Experience: Proven experience working within government or semi-government entities, with a deep understanding of public sector challenges and opportunities in digital transformation.
- Strategic and Operational Skills: Extensive experience in portfolio and strategic program management, budget planning and management, contract negotiation, and stakeholder/vendor management. Strong acumen in aligning technology initiatives with business goals.
- Technical Expertise: Comprehensive knowledge of digital governance, project management methodologies, enterprise systems, data and analytics, artificial intelligence, IT infrastructure, IT service management, and cybersecurity best practices.

The ideal candidate will hold one or more of the following certifications, which demonstrate a commitment to excellence and adherence to industry best practices:
- Project Management Professional (PMP)
- The Open Group Architecture Framework (TOGAF)
- Control Objectives for Information and Related Technologies (COBIT)
- Information Technology Infrastructure Library (ITIL)
- Prosci Change Management Certification
- Certified in the Governance of Enterprise IT (CGEIT)
- Certified Information Systems Security Professional (CISSP)
- ISO/IEC 27001 Lead Implementer, Lead Auditor, or equivalent
