Position Overview

Mobco Group is seeking a seasoned and detail-oriented Testing & Commissioning Engineer (MEP) to join the prestigious Diriyah Project in Riyadh, Saudi Arabia. In this pivotal role, you will be responsible for overseeing the planning, coordination, and execution of comprehensive testing and commissioning activities for all Mechanical, Electrical, and Plumbing (MEP) systems. Your expertise will be instrumental in ensuring the successful delivery, operational readiness, and seamless handover of this large-scale, high-profile project. The ideal candidate will bring extensive hands-on experience in commissioning complex MEP systems across luxury hospitality, mixed-use developments, and high-rise structures, with a proven track record of delivering projects in line with international standards and client expectations.

Key Responsibilities

The Testing & Commissioning Engineer (MEP) will play a critical role in the final phases of project execution, ensuring that all systems are fully functional, compliant, and ready for operation. Your core responsibilities will include:

  • System Planning & Execution: Develop and implement detailed commissioning plans, procedures, method statements, checklists, and testing protocols for Mechanical, Electrical, Plumbing, Fire Fighting, Fire Alarm, Building Management Systems (BMS), and Extra Low Voltage (ELV) systems.
  • Stakeholder Coordination: Act as the primary liaison between consultants, clients, subcontractors, vendors, and project teams to facilitate smooth commissioning operations, resolve discrepancies, and ensure alignment with project timelines and quality benchmarks.
  • Pre-Commissioning & Inspection: Conduct thorough pre-commissioning inspections to verify system readiness, compliance with approved drawings, specifications, and applicable codes such as NFPA, ASHRAE, and local regulatory standards.
  • System Testing & Validation: Supervise and witness the testing of HVAC, electrical distribution, plumbing networks, fire suppression systems, fire alarm networks, BMS integrations, and ELV systems to confirm operational performance and safety compliance.
  • Deficiency Management & Troubleshooting: Identify system deficiencies, technical anomalies, or non-conformities during commissioning and coordinate corrective actions with relevant stakeholders to ensure timely resolution and minimal project disruption.
  • Documentation & Handover: Prepare and maintain accurate commissioning reports, testing records, as-built documentation, Operation & Maintenance (O&M) manuals, and comprehensive handover packages to support project close-out and client acceptance.
  • Integrated System Testing: Facilitate integrated system testing to validate interoperability between MEP systems, ensuring seamless functionality across the entire facility before final client acceptance.
  • Compliance & Safety: Ensure strict adherence to project quality standards, health and safety protocols, environmental regulations, and commissioning schedules to mitigate risks and uphold Mobco Group’s reputation for excellence.
  • Project Close-Out Support: Assist in the final stages of project delivery by providing technical support during client training sessions, final inspections, and the formal handover process, ensuring a smooth transition to operations.

Qualifications & Experience

To excel in this role, you must possess the following qualifications and professional attributes:

  • Educational Background: A Bachelor’s Degree in Mechanical Engineering or Electrical Engineering is mandatory. Additional certifications in Testing & Commissioning, such as those from CIBSE, ASHRAE, or TÜV, will be highly advantageous.
  • Professional Experience: Minimum of 8–12 years of progressive experience in MEP Testing & Commissioning, with a strong focus on luxury hospitality, high-rise buildings, or mixed-use developments. Prior involvement in major projects within Saudi Arabia or the GCC region is strongly preferred.
  • Technical Expertise: Deep understanding of international commissioning standards, including but not limited to NFPA 72 (Fire Alarm), NFPA 13 (Sprinkler Systems), ASHRAE standards for HVAC, and local Saudi building codes. Experience with BMS platforms such as Siemens, Honeywell, or Schneider Electric is desirable.
  • Soft Skills: Exceptional communication, leadership, and problem-solving abilities, with the capacity to manage multiple stakeholders and high-pressure situations effectively. Fluency in English is essential, and proficiency in Arabic is a plus.
  • Project Exposure: Demonstrated experience working collaboratively with international consultants, clients, and project teams on large-scale developments, ensuring alignment with global best practices and client-specific requirements.
