Position Overview

We are seeking a seasoned and strategic Senior Manager - Finance to lead the development and implementation of the City’s financial and economic framework. In this pivotal role, you will be responsible for shaping the financial foundations that drive sustainable growth, operational efficiency, and long-term economic resilience. Your expertise will be instrumental in defining revenue streams, optimizing funding strategies, and ensuring robust financial governance across the organization.

Key Responsibilities

• Financial and Economic Framework Development: Spearhead the creation and evolution of the City’s financial and economic framework, encompassing revenue generation, cost management, funding strategies, and economic impact assessments. Your insights will guide critical financial decisions that align with the City’s strategic objectives.
• Revenue and Pricing Strategy: Oversee the definition, validation, and optimization of revenue streams, pricing logic, and business cases for City services. This includes conducting thorough financial analyses to ensure pricing models are competitive, sustainable, and aligned with market dynamics.
• Funding and Capital Strategy: Develop and implement the City’s funding strategy and capital approach, identifying diverse funding sources, phasing requirements, and investment priorities. Your leadership will ensure the City maintains a balanced and sustainable financial position while pursuing growth opportunities.
• Asset Ownership and Balance Sheet Strategy: Provide strategic guidance on asset ownership decisions, balance sheet management, and participation in economic activities. Your role will involve evaluating the financial implications of asset acquisitions, divestitures, or partnerships to maximize value for the City.
• Strategic Integration: Embed financial and economic considerations into the City’s broader strategy, operating model, and business planning processes. You will collaborate closely with leadership to ensure financial sustainability is a cornerstone of all major initiatives.
• Scenario Analysis and Financial Trade-offs: Lead the development of comprehensive scenario analyses, sensitivity assessments, and financial trade-off evaluations to inform executive decision-making. Your ability to model various financial outcomes will be critical in navigating uncertainty and optimizing resource allocation.
• Finance Governance and Systems Design: Champion the high-level design of finance governance frameworks, systems, and data requirements. Your work will establish a robust foundation for financial management, ensuring transparency, accountability, and sustainability across the organization.

Qualifications and Experience

To excel in this role, you will bring a blend of academic excellence and hands-on experience in financial strategy, economic modeling, and corporate finance. The ideal candidate will possess the following:

• A Bachelor’s degree in Finance, Economics, Business Administration, Accounting, Real Estate, Public Policy, or a related field. A Master’s degree (MBA, Finance, Economics, or related discipline) is highly desirable and will be considered a strong asset.
• 8+ years of relevant experience in corporate finance, economic development, investment strategy, financial planning, or strategic advisory roles, with a proven track record in complex organizations or large-scale development projects.
• Proven expertise in financial strategy, economic modeling, business planning, corporate finance, or investment planning, demonstrated through a history of delivering impactful financial solutions.
• Strong leadership and collaboration skills, with the ability to manage multi-disciplinary initiatives and coordinate inputs across finance, strategy, investment, operations, and commercial functions. Your cross-functional acumen will be essential in driving alignment and achieving organizational goals.
