Senior Environmental Engineer - HSE Manager

Position Overview

Penspen is seeking a highly skilled and experienced Senior Environmental Engineer to lead our Health, Safety, and Environmental (HSE) initiatives in Al Khafjī. This pivotal role demands a seasoned professional capable of overseeing environmental compliance, managing HSE programs, and driving sustainable practices within our operations. The ideal candidate will possess a strong technical background in environmental engineering, coupled with leadership acumen to mentor teams and collaborate with stakeholders to uphold the highest standards of safety and environmental stewardship.

Key Responsibilities

• Environmental Compliance Management: Ensure adherence to local, regional, and international environmental regulations, including permits, reporting, and audits. Develop and implement policies to mitigate environmental risks and enhance sustainability efforts.
• HSE Program Leadership: Oversee the design, implementation, and continuous improvement of HSE management systems. Lead incident investigations, risk assessments, and corrective action plans to foster a culture of safety and accountability.
• Team Collaboration and Mentorship: Provide technical guidance and mentorship to environmental and HSE teams, fostering professional growth and operational excellence. Collaborate with cross-functional teams to integrate HSE best practices into project planning and execution.
• Stakeholder Engagement: Act as the primary liaison with regulatory bodies, clients, and internal stakeholders to communicate HSE performance, address concerns, and align on sustainability goals. Represent Penspen in industry forums and conferences to advocate for environmental responsibility.
• Operational Oversight: Monitor environmental performance metrics, conduct audits, and implement corrective measures to ensure operational efficiency and compliance. Drive continuous improvement initiatives to reduce environmental impact and enhance resource efficiency.
• Training and Awareness: Develop and deliver HSE training programs to ensure workforce competency and awareness. Promote a proactive safety culture through workshops, drills, and awareness campaigns.

Qualifications and Experience

To excel in this role, candidates must meet the following criteria:

• Education: Bachelor’s degree in Environmental Engineering, Occupational Health and Safety, or a related field. A Master’s degree or professional certifications (e.g., CSP, CIH, ISO 14001 Lead Auditor) are highly desirable.
• Experience: Minimum of 10 years of progressive experience in environmental engineering and HSE management, with at least 5 years in a senior leadership role. Proven track record in managing HSE programs within the oil and gas, industrial, or construction sectors is essential.
• Technical Proficiency: In-depth knowledge of environmental regulations, risk assessment methodologies, and HSE management systems (e.g., ISO 14001, OHSAS 18001). Familiarity with environmental monitoring tools and software is a plus.
• Leadership and Soft Skills: Exceptional leadership, communication, and problem-solving skills. Ability to influence stakeholders, drive change, and foster a culture of safety and sustainability.
• Language and Local Knowledge: Fluency in English is required. Proficiency in Arabic is advantageous, along with a deep understanding of local environmental regulations and cultural nuances in Al Khafjī.
