Role Overview

The Safety Officer plays a pivotal role in fostering a culture of safety and compliance within our organization. Reporting to the Health, Safety & Environment (HSE) Department, this position is responsible for overseeing site operations to ensure adherence to approved HSE plans, regulatory standards, and client-specific requirements. By identifying risks, implementing preventive measures, and promoting safety awareness, the Safety Officer contributes directly to accident reduction, regulatory compliance, and the protection of our workforce and assets across all project sites in Saudi Arabia.

Key Responsibilities

• Site Safety Monitoring: Conduct regular inspections to identify and report unsafe acts, conditions, and deviations from HSE protocols. Ensure immediate corrective actions are taken to mitigate risks.
• Compliance Enforcement: Verify that all personnel, including subcontractors, adhere to personal protective equipment (PPE) requirements, safe work procedures, and site access controls to maintain a secure working environment.
• Training & Awareness: Deliver comprehensive site inductions, toolbox talks, safety briefings, and awareness sessions to educate employees and subcontractors on best safety practices and emergency protocols.
• Risk Management: Review and validate risk assessments, job safety analyses, method statements, and permit-to-work documentation prior to the commencement of high-risk activities, such as excavation, lifting, scaffolding, hot work, confined-space operations, electrical work, and work at height.
• Incident Reporting & Investigation: Document and report all incidents, near misses, property damage, and environmental events. Support thorough investigations and ensure corrective actions are implemented and tracked to closure.
• Emergency Preparedness: Inspect emergency equipment, fire extinguishers, access routes, welfare facilities, and first-aid arrangements. Coordinate and participate in emergency drills to enhance response readiness.
• Documentation & Reporting: Maintain accurate records of HSE inspections, training sessions, observations, incident statistics, and safety reports on a daily, weekly, and monthly basis to support data-driven decision-making.
• Stakeholder Collaboration: Work closely with project management, client representatives, consultants, and subcontractors to address HSE concerns, resolve safety issues, and drive continuous improvement in site safety performance.

Qualifications & Skills

To excel in this role, candidates must meet the following requirements:

• A Diploma or Bachelor’s Degree in Occupational Health and Safety, Engineering, or a related field from an accredited institution.
• Minimum of two years of hands-on experience as a Safety Officer within the construction sector, with a proven track record in implementing HSE protocols.
• Mandatory certification in Occupational Safety and Health Administration (OSHA) standards, demonstrating a strong foundation in workplace safety regulations.
• Preferred certification in the National Examination Board in Occupational Safety and Health (NEBOSH), highlighting advanced competency in health and safety management.
• In-depth knowledge of construction hazards, risk assessment methodologies, permit-to-work systems, emergency response strategies, and incident reporting frameworks.
• Exceptional proficiency in English, both written and verbal, with the ability to communicate complex safety concepts clearly and effectively to diverse audiences.
• Strong analytical, organizational, and interpersonal skills, with a proactive approach to problem-solving and a commitment to fostering a safety-first culture.
