Zahrany Est is seeking a highly skilled and experienced Senior IT Tendering & Quantity Surveying Engineer to join our dynamic team in Riyadh. This pivotal role requires a professional with a strong background in IT tendering, cost estimation, and quantity surveying to support our expanding portfolio of technology-driven projects. The ideal candidate will possess a deep understanding of IT infrastructure, software development, and procurement processes, ensuring accurate cost assessments and competitive tender submissions.

Key Responsibilities

The Senior IT Tendering & Quantity Surveying Engineer will be responsible for a range of critical tasks, including:

• Tender Preparation & Management: Leading the development of comprehensive IT tenders, including scope definition, cost estimation, and bid evaluation. Ensuring compliance with regulatory and organizational standards while optimizing value for money.
• Quantity Surveying for IT Projects: Conducting detailed quantity take-offs, cost analysis, and financial forecasting for IT infrastructure, software development, and digital transformation initiatives. Preparing accurate bills of quantities and cost reports to support project planning and budgeting.
• Cost Control & Financial Oversight: Monitoring project expenditures, identifying cost-saving opportunities, and providing recommendations to enhance financial efficiency. Collaborating with project managers to ensure adherence to approved budgets and timelines.
• Vendor & Contractor Liaison: Engaging with vendors, contractors, and stakeholders to negotiate favorable terms, resolve disputes, and ensure seamless project execution. Reviewing and validating contractor quotations and invoices for accuracy and compliance.
• Risk Assessment & Mitigation: Identifying potential financial and operational risks in IT projects and developing mitigation strategies to minimize exposure. Ensuring robust risk management practices are integrated into tendering and surveying processes.
• Technical Documentation & Reporting: Preparing and maintaining detailed technical documentation, including tender specifications, cost breakdowns, and progress reports. Presenting findings and recommendations to senior management and stakeholders in a clear and concise manner.

Qualifications & Experience

To excel in this role, candidates must meet the following criteria:

• Educational Background: A bachelor’s degree in Quantity Surveying, Civil Engineering, IT, or a related field. Professional certifications such as MRICS, MICE, or PMP are highly desirable.
• Professional Experience: Minimum of 7-10 years of progressive experience in IT tendering, quantity surveying, or a closely related discipline. Prior experience in the IT sector, particularly in software development, infrastructure deployment, or digital transformation projects, is essential.
• Technical Proficiency: Strong proficiency in IT tendering software, cost estimation tools, and project management systems. Familiarity with ERP systems, BIM (Building Information Modeling), and digital procurement platforms is advantageous.
• Analytical & Communication Skills: Exceptional analytical abilities with a keen eye for detail. Strong written and verbal communication skills to effectively liaise with cross-functional teams, vendors, and senior leadership.
• Regulatory Knowledge: In-depth understanding of local and international procurement regulations, contract law, and compliance standards relevant to IT projects in Saudi Arabia.
