Senior Mechanical Tendering & Quantity Surveying Engineer
Zahrany Est is seeking a highly skilled and experienced Senior Mechanical Tendering & Quantity Surveying Engineer to join our dynamic team in Riyadh. This pivotal role is designed for a professional who excels in managing mechanical tendering processes, cost estimation, and quantity surveying for large-scale infrastructure and construction projects. The ideal candidate will possess a deep understanding of mechanical systems, procurement strategies, and financial management to ensure projects are delivered within budget, on schedule, and to the highest standards of quality.
Key Responsibilities
- Tender Preparation & Management: Lead the development of comprehensive tender documents, including specifications, drawings, and procurement schedules, while ensuring compliance with local and international standards. Oversee the tendering process from initiation to award, evaluating bids and negotiating contracts with vendors and contractors.
- Quantity Surveying: Conduct detailed quantity take-offs, cost estimates, and financial feasibility studies for mechanical systems, including HVAC, plumbing, fire protection, and industrial piping. Utilize advanced software tools to generate accurate cost reports and track project expenditures.
- Budgeting & Financial Control: Collaborate with project managers and stakeholders to establish realistic budgets, monitor expenditures, and identify cost-saving opportunities without compromising quality. Prepare financial forecasts, variance analyses, and progress reports to support informed decision-making.
- Contract Administration: Review and administer contracts to ensure adherence to terms, conditions, and deliverables. Manage variations, claims, and disputes in collaboration with legal and procurement teams, mitigating risks and safeguarding the company’s interests.
- Technical Expertise: Provide technical guidance on mechanical engineering best practices, including system design, installation, and maintenance. Review shop drawings, material submittals, and construction methodologies to ensure alignment with project requirements and regulatory standards.
- Stakeholder Engagement: Act as a liaison between engineering teams, clients, suppliers, and regulatory authorities to facilitate seamless communication and resolve technical or financial challenges. Present project updates, cost analyses, and recommendations to senior management and clients.
- Compliance & Quality Assurance: Ensure all mechanical works comply with Saudi Aramco, SCE, and other relevant regulatory standards. Implement quality control measures and conduct site inspections to verify adherence to specifications and safety protocols.
Qualifications & Experience
To excel in this role, candidates must meet the following criteria:
- Education: Bachelor’s degree in Mechanical Engineering, Quantity Surveying, or a related field. A Master’s degree or professional certification (e.g., MRICS, PMP) is highly desirable.
- Experience: Minimum of 10 years of progressive experience in mechanical tendering, quantity surveying, or a similar role within the construction or oil & gas sector. Prior experience in Saudi Arabia or the GCC region is preferred.
- Technical Skills: Proficiency in mechanical systems (HVAC, plumbing, fire protection, etc.), cost estimation software (e.g., CostX, BIM 360), and ERP systems. Strong knowledge of local and international tendering regulations, contract law, and procurement processes.
- Soft Skills: Exceptional analytical, negotiation, and communication skills. Ability to work under pressure, manage multiple priorities, and lead cross-functional teams in a fast-paced environment.
- Language Proficiency: Fluency in English is mandatory; proficiency in Arabic is a plus.
