Position Overview

We are seeking a highly motivated and experienced Assistant Manager - Fire, Life and Safety to support the leadership of our Fire and Life Safety (FLS) functions within Qiddiya. This pivotal role will work closely with the FLS Manager to oversee commercial and procurement activities that underpin Qiddiya’s Fire and Life Safety framework agreements. The successful candidate will play a critical role in ensuring the seamless and effective collaboration of third-party review consultants across Qiddiya’s asset development and land servicing initiatives. Excellence in this position is essential to maintaining the integrity, efficiency, and compliance of our FLS operations.

Key Responsibilities

The Assistant Manager - Fire, Life and Safety will be responsible for a diverse range of duties, including but not limited to:

  • Strategic Leadership and Governance: Assist the FLS Manager in leading and governing fire and life safety functions, ensuring alignment with Qiddiya’s strategic objectives and compliance with applicable codes and standards.
  • Procurement and Commercial Activities: Lead the development and issuance of Requests for Proposals (RFPs) in coordination with the FLS Manager, ensuring alignment with Qiddiya’s procurement policies and fire safety requirements.
  • Contract and Negotiation Management: Support and lead technical-commercial negotiations with bidders, ensuring that framework-level and service order-level agreements are optimized for value, compliance, and risk mitigation.
  • Service Order and Compliance Oversight: Manage and track service orders, monitor contractual compliance of consultants, and ensure adherence to framework agreement governance and audit requirements.
  • Project and Timeline Management: Track all FLS projects and submissions timelines, ensuring timely review and approval of framework scopes and invoices in accordance with Qiddiya’s policies and procedures.
  • Code and Standard Compliance: Maintain a strong understanding of fire and life safety codes, standards, and third-party review processes, including NFPA, IBC, and relevant local/international regulations, to ensure all activities align with industry best practices.

Core Deliverables

The Assistant Manager - Fire, Life and Safety will be accountable for delivering the following key outcomes:

  • Framework Utilization: Ensure the optimum utilization of Qiddiya’s Fire and Life Safety framework agreements, maximizing efficiency and value for the organization.
  • Negotiated Agreements: Facilitate the negotiation of framework-level and service order-level agreements that are commercially sound, technically robust, and compliant with Qiddiya’s policies.
  • Timely Reviews and Approvals: Provide timely review and approval of framework scopes and invoices, ensuring that all submissions meet Qiddiya’s standards and are processed efficiently.
  • Procurement Excellence: Conduct all Fire and Life Safety procurements in strict accordance with Qiddiya’s procurement policies, ensuring transparency, fairness, and compliance with regulatory requirements.

Qualifications and Experience

To excel in this role, candidates must meet the following requirements:

  • Educational Background: A Bachelor’s degree in Engineering (Fire Protection, Civil, Mechanical, or related field), Business Administration, Supply Chain Management, or a related discipline.
  • Professional Experience: Minimum of 5-7 years of relevant experience in procurement, contracts management, or commercial administration, with a strong preference for candidates with exposure to Fire and Life Safety (FLS), fire protection engineering, or built environment/construction projects. Experience within large-scale giga-projects or master-planned developments is highly desirable.
  • Technical Proficiency: A deep understanding of procurement processes, RFP development, framework agreements, and contract governance. Familiarity with fire and life safety codes, standards, and third-party review/consultant processes (e.g., NFPA, IBC, or relevant local/international fire safety codes) is essential.
