Position Overview
Parsons is seeking a highly skilled and experienced ICT Lead specializing in Aviation Air Traffic Control Towers (ATCT) to join our dynamic team. This critical role is designed for a Saudi national who will lead the planning, coordination, and technical oversight of ICT systems—both passive and active networks—serving ATCT and its associated external areas. The ideal candidate will ensure these systems are operationally fit, integrated with airport platforms, secure, resilient, maintainable, and compliant with project and regulatory requirements. You will serve as the primary technical authority for all tower-related ICT systems throughout design, construction, testing, commissioning, handover, and early operations support, guaranteeing the delivery of mission-critical communication and data infrastructure suitable for air navigation and airport operations.
Key Responsibilities
As the ICT Lead, you will play a pivotal role in the following areas:
- Technical Leadership and Design Oversight: Review and approve design documents, drawings, method statements, material submittals, shop drawings, interface matrices, and technical submissions related to ATCT ICT systems. Ensure alignment with client standards, aviation authority criteria, cybersecurity requirements, redundancy philosophies, and operational constraints of a 24/7 critical facility.
- System Integration and Coordination: Monitor and facilitate the integration of ICT systems with other airport and tower systems, including access control, CCTV, public address systems, voice communication systems, meteorological systems, Building Management Systems (BMS), fire alarms, UPS monitoring, and security platforms. Act as a liaison between ICT, ELV, electrical, mechanical, architectural, security, ATC systems, and airport operations stakeholders to ensure seamless collaboration.
- Network Infrastructure Delivery: Coordinate the delivery of structured cabling systems (copper and fiber optic backbone/distribution), LAN/WAN connectivity, network rooms, cabinets/racks, switches/servers configuration, network architecture, wireless services, timing/synchronization interfaces, IP telephony, and operator work position data connectivity. Oversee the fit-out of server rooms/telecom rooms, including racks, UPS-fed ICT loads, environmental monitoring, and cable management.
- Testing, Commissioning, and Handover Support: Participate in technical reviews and oversee testing and commissioning procedures, including Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), pre-commissioning, integrated systems testing, cutover plans, failover testing, redundancy verification, and operational readiness demonstrations. Ensure installation quality, labeling, segregation, grounding/bonding, containment, equipment placement, and as-built records meet approved standards.
- Risk Management and Compliance: Identify and track design and construction risks, interface gaps, and technical issues. Issue technical comments and follow up on corrective actions to closure. Ensure compliance with cybersecurity requirements, redundancy philosophies, maintainability needs, and operational constraints throughout the project lifecycle.
- Documentation and Stakeholder Engagement: Contribute to the development and review of ICT Operations & Maintenance (O&M) manuals, Standard Operating Procedures (SOPs), asset registers, preventive maintenance requirements, spare parts lists, training plans, and handover dossiers. Prepare technical reports, progress updates, issue logs, and engineering recommendations to support management decision-making. Engage with stakeholders, including airport operators, ATC users, digital/cybersecurity teams, consultants, contractors, and authority representatives, to ensure alignment and successful project delivery.
Qualifications and Experience
To excel in this role, you must possess the following qualifications and experience:
- Bachelor’s degree in Electrical, Electronics, Computer Engineering, or a related field. A Master’s degree or relevant professional certifications (e.g., Cisco CCNA/CCNP, ITIL, PMP) are advantageous.
- Minimum of 10 years of progressive experience in ICT design, implementation, and operations, with at least 5 years specifically in aviation, air traffic control, or critical infrastructure environments.
- Proven expertise in structured cabling systems, LAN/WAN design, network architecture, IP telephony, and cybersecurity for mission-critical facilities.
- Strong understanding of aviation authority standards (e.g., ICAO, FAA, EASA) and cybersecurity frameworks (e.g., NIST, ISO 27001).
- Excellent leadership, communication, and stakeholder management skills, with the ability to work collaboratively in a multidisciplinary team.
- Proficiency in technical documentation, risk assessment, and compliance reporting.
- Fluency in English is required; proficiency in Arabic is a plus.
