Lead Commissioning and Startup Engineer

Position Overview

We are seeking a highly skilled and experienced Lead Commissioning and Startup Engineer to join our dynamic team for the Riyadh Expo 2030 Project in Saudi Arabia. This pivotal role will play a critical part in ensuring the successful testing, commissioning, and handover of infrastructure and systems for one of the most anticipated global events. The ideal candidate will oversee the coordination of testing and commissioning (T&C) activities, operations and maintenance (O&M) processes, and asset data management, working closely with consultants, contractors, and stakeholders to deliver a world-class project that adheres to the highest standards of safety, quality, and efficiency.

Project Insights: Expo 2030 Riyadh

The Expo 2030 Riyadh is a groundbreaking international event themed “Foresight for Tomorrow,” designed to foster innovation, sustainable development, and transformative thinking. Scheduled from October 2030 to March 2031, the Expo will attract over 40 million visitors and feature participation from 197 countries and 29 international organizations. The 6 km² masterplan encompasses a 491,100 m² exhibition space, along with utilities, publicly accessible spaces, and a mixed-use legacy development to serve the community post-event. Bechtel, in collaboration with the Expo 2030 Riyadh Company (ERC), will manage the infrastructure program, ensuring seamless execution and long-term sustainability through adherence to international standards in urban afforestation, water treatment, and energy efficiency.

Key Responsibilities

• Strategic Leadership: Provide comprehensive support to the Commissioning and Startup Manager, offering technical direction for the testing and commissioning of critical systems to ensure alignment with project objectives and Employer’s Requirements.
• Process Development and Oversight: Collaborate in the review and refinement of management plans to guide contractors in establishing and maintaining robust processes and workflows. Ensure these plans are consistently implemented throughout the project lifecycle.
• Stakeholder Coordination: Facilitate technical coordination meetings for testing and commissioning activities, fostering collaboration among consultants, contractors, and client representatives. Serve as a liaison to obtain necessary approvals and acceptance of completed work.
• Safety and Quality Assurance: Uphold an unwavering commitment to safety and ethical standards, ensuring all testing and commissioning activities comply with regulatory requirements and project specifications. Implement effective reporting systems to monitor progress and address any deviations promptly.
• Sequencing and Guidance: Support the Commissioning and Startup Manager in planning and sequencing activities to optimize efficiency and minimize disruptions. Provide guidance to contractors during all project stages, ensuring adherence to established timelines and quality benchmarks.
• Handover and Asset Management: Oversee the gradual and final handover of assets, ensuring comprehensive documentation of operations and maintenance procedures. Verify that all systems are fully operational and ready for transition to the client.
• Reporting and Documentation: Populate and maintain accurate reporting systems to track testing and commissioning progress, quality metrics, and safety performance. Prepare detailed reports for stakeholders to facilitate informed decision-making.

Qualifications and Experience

To excel in this role, candidates must possess the following:

• A Bachelor’s degree in Engineering (Mechanical, Electrical, Civil, or related field) or equivalent experience.
• A minimum of 10 years of experience in commissioning, startup, and testing of infrastructure or industrial systems, with a proven track record in large-scale projects.
• Strong technical expertise in system integration, troubleshooting, and validation processes.
• Excellent communication and interpersonal skills, with the ability to collaborate effectively with multidisciplinary teams and stakeholders.
• Proficiency in project management tools and software, with a keen attention to detail and problem-solving capabilities.
• Certifications or training in safety management, quality assurance, or related disciplines are highly desirable.
• Willingness to relocate internationally to Riyadh, Saudi Arabia, for the duration of the project.
