Position Overview
The Procurement Engineer plays a pivotal role in ensuring the seamless execution of procurement activities for large-scale Engineering, Procurement, and Construction (EPC) projects. This position is based at the project site or office, as assigned, with an initial contract duration of one year, subject to project requirements. The primary responsibility of the Procurement Engineer is to oversee the entire procurement cycle, including the acquisition of materials, long-lead items, equipment, and subcontracted services. The role demands meticulous planning, strategic sourcing, and rigorous compliance with project specifications to guarantee timely delivery, cost efficiency, and adherence to project schedules.
Key Responsibilities
- End-to-End Procurement Management: Execute procurement activities in strict alignment with project requirements, company policies, and client specifications. This includes sourcing, negotiating, and finalizing contracts for materials and services essential to project success.
- Bid and Vendor Management: Prepare and distribute Requests for Quotation (RFQs) to pre-approved vendors and contractors. Conduct comprehensive technical and commercial evaluations of bids in collaboration with engineering, construction, and project teams to identify the most suitable suppliers.
- Negotiation and Contract Finalization: Lead negotiations on pricing, delivery schedules, payment terms, and contractual conditions to secure favorable terms while ensuring value for money. Prepare purchase orders and procurement recommendations for senior management approval.
- Supplier Performance Monitoring: Continuously assess supplier performance to ensure strict adherence to contractual obligations, including quality, delivery timelines, and service standards. Address any deviations promptly to mitigate risks.
- Cross-Functional Coordination: Collaborate closely with engineering, planning, quality assurance/quality control (QA/QC), logistics, and construction teams to facilitate the timely delivery of materials and services. Maintain open communication channels to resolve procurement-related challenges efficiently.
- Procurement Tracking and Reporting: Monitor the status of procurement activities in real-time and provide regular progress reports to stakeholders. Identify potential risks that could impact project schedules and develop mitigation strategies to ensure uninterrupted project execution.
- Documentation and Compliance: Maintain accurate procurement records, vendor databases, and documentation in compliance with company standards and regulatory requirements. Ensure adherence to Health, Safety, and Environment (HSE), quality, and ethical procurement standards throughout the procurement process.
- Cost Control and Optimization: Support project cost control initiatives by implementing effective sourcing strategies, negotiating favorable terms, and identifying opportunities for cost savings without compromising quality or project timelines.
Qualifications and Experience
To qualify for this role, candidates must possess a Bachelor’s degree in engineering, with a specialization in Mechanical, Electrical, Civil, Industrial, or a related discipline. Professional procurement certifications, such as CIPS (Chartered Institute of Procurement & Supply) or CPM (Certified Professional Manager), are highly desirable and will be considered a significant advantage.
The ideal candidate will have a minimum of 15 years of procurement experience, with at least 5 years dedicated to EPC projects within sectors such as Oil & Gas, Petrochemical, Power, Infrastructure, or Industrial. Demonstrated expertise in handling long-lead and critical project equipment procurement is essential. Additionally, the candidate should have proven experience in international and local sourcing, as well as supplier management, to navigate diverse procurement landscapes effectively.

- Communication and Stakeholder Management: Excellent interpersonal and communication skills to liaise with internal teams, vendors, and senior management effectively.
- Technical Proficiency: Competency in using Enterprise Resource Planning (ERP) systems, such as SAP, to streamline procurement processes and maintain accurate records.
