Shared Services & Government Relations Lead – Driving Operational Excellence and Regulatory Compliance in Saudi Arabia

Tasamy for Impact is seeking a highly motivated and detail-oriented Shared Services & Government Relations Lead to join our dynamic team in Riyadh, Saudi Arabia. This pivotal role is designed for a proactive professional who thrives in a fast-paced environment, ensuring seamless business operations, regulatory compliance, and government relations. The ideal candidate will play a critical role in managing licensing, government submissions, HR operations, and administrative services while supporting clients in establishing and licensing their entities in Saudi Arabia. This position is best suited for an individual who excels in closing tasks efficiently and maintaining meticulous oversight of processes.

Key Responsibilities

The Shared Services & Government Relations Lead will be responsible for a wide range of critical functions, including:

  • Regulatory Compliance & Licensing: Overseeing all company registrations, licenses, permits, renewals, and official submissions through government platforms such as Qiwa, GOSI, Mudad, Absher Business, Etimad, Balady, and others. Ensuring timely and accurate filings to avoid any disruptions in operations.
  • HR Operations & Employee Management: Managing employee records, contracts, onboarding and offboarding processes, leave management, and payroll inputs in collaboration with the finance team. Maintaining up-to-date and compliant HR documentation.
  • Administrative & Office Services: Coordinating office logistics, including supplier management, procurement, quotations, equipment procurement, telecommunications, and facility maintenance. Ensuring a well-functioning and efficient workplace environment.
  • Supplier & Client Coordination: Handling supplier registration, prequalification, and ongoing relationship management with both internal teams and government entities. Assisting clients with the establishment and licensing of their entities in Saudi Arabia, including investment licenses, commercial registrations, branch offices, nonprofit entities, endowments, and activity permits.
  • Financial & Documentation Oversight: Managing invoices, payment certificates, collections, and supporting documentation in partnership with the finance team. Ensuring all financial transactions are accurately recorded and compliant with regulatory requirements.
  • Cross-Functional Collaboration: Acting as a liaison between the company, legal advisors, accountants, translators, and other service providers to streamline processes and resolve operational challenges.
  • Process Tracking & Deadline Management: Monitoring every request from initiation to completion, providing clear updates to stakeholders, and ensuring no renewal or compliance deadlines are missed. Demonstrating exceptional organizational skills and attention to detail.

Qualifications & Experience

To excel in this role, candidates must meet the following requirements:

  • Professional Experience: Minimum of three years of full-time, paid post-graduation work experience, excluding internships, cooperative training, and volunteering.
  • Relevant Expertise: Proven experience in government relations, licensing, administration, or HR operations, with a strong understanding of Saudi regulatory frameworks.
  • End-to-End Process Management: Hands-on experience in managing the full cycle of company establishment, licensing, or government registration processes.
  • Platform Proficiency: Practical experience with Saudi government and business platforms, including Qiwa, GOSI, Mudad, Absher Business, Etimad, and Balady.
  • Mobility & Travel: A valid Saudi driving license and the ability to travel within Riyadh for field visits and client meetings.
  • Language Skills: Excellent written Arabic and professional conversational English, with the ability to draft formal communications and liaise with diverse stakeholders.
  • Core Competencies: Strong sense of ownership, exceptional attention to detail, and the ability to manage multiple deadlines, names, dates, and documents with precision.
  • Industry Knowledge (Preferred): Experience with investment licensing, international clients, or the nonprofit and endowment sector is highly advantageous.
