Position Overview

We are seeking a highly skilled and experienced Lead Utilities Engineer to join a leading Facilities Management, Engineering & Solutions specialist team, collaborating with a prestigious client in Al Ula. In this pivotal role, you will oversee the operation, performance management, and strategic enhancement of all utility services, including dry utilities, wet utilities, and public infrastructure interfaces. Your expertise will be instrumental in ensuring that all utility networks are operated, maintained, and improved in alignment with agreed standards, regulatory requirements, and approved master plans. This position demands a proactive leader capable of driving operational excellence, fostering stakeholder collaboration, and upholding the highest standards of infrastructure governance.

Key Responsibilities

  • Utility Network Oversight: Monitor and manage the performance of dry utilities (e.g., electrical distribution, telecommunications, gas systems), wet utilities, and public infrastructure interfaces to ensure seamless functionality and reliability.
  • Compliance & Governance: Ensure all utility operations adhere to regulatory frameworks, environmental regulations, codes, and industry best practices. Develop and implement governance strategies to maintain compliance and mitigate risks.
  • Strategic Enhancement: Lead initiatives to improve and expand utility networks in accordance with approved master plans, focusing on efficiency, sustainability, and long-term viability.
  • Stakeholder Coordination: Act as a liaison between the client, service providers, and internal teams to align utility operations with business objectives and contractual obligations. Facilitate clear communication and collaboration across all stakeholders.
  • Performance & KPI Management: Establish, track, and report on key performance indicators (KPIs) to measure the effectiveness of utility operations. Identify areas for improvement and implement corrective actions as needed.
  • Service Provider Management: Oversee the performance of third-party service providers, ensuring they meet contractual obligations, deliver high-quality services, and comply with regulatory and operational standards.
  • Risk Mitigation & Troubleshooting: Proactively identify potential risks or inefficiencies in utility networks and develop solutions to address them. Respond to operational challenges with urgency and expertise to minimize disruptions.

Qualifications & Experience

  • Education: Bachelor’s degree in Electrical Engineering, Mechanical Engineering, or a related field. Advanced degrees or professional certifications in utility management or engineering are advantageous.
  • Technical Expertise: In-depth knowledge of dry and wet utilities systems, including electrical distribution, telecommunications, gas systems, water supply, wastewater management, and public infrastructure interfaces. Familiarity with compliance frameworks, regulatory requirements, and maintenance best practices is essential.
  • Regulatory Knowledge: Strong understanding of environmental regulations, industry codes, and standards governing utility operations. Ability to interpret and apply these requirements in day-to-day decision-making.
  • Professional Experience: Minimum of eight years of progressive experience in wet and dry utilities operations and maintenance (O&M), with a proven track record in leadership roles. Experience in managing large-scale utility projects or portfolios is highly desirable.
  • Leadership & Management: Demonstrated ability to lead cross-functional teams, manage service providers, and ensure adherence to contractual obligations. Strong project management skills with a focus on delivering results within budget and timeline constraints.
  • Analytical & Problem-Solving Skills: Exceptional analytical abilities to assess operational data, identify trends, and implement data-driven solutions. Proven problem-solving skills with a proactive approach to addressing challenges.
