Safety Engineer PDE – Driving Excellence in Process Safety and Loss Prevention

At the forefront of operational excellence, the Safety Engineer PDE plays a pivotal role in ensuring the highest standards of safety, compliance, and risk management within our refinery operations. This dynamic position is designed for a forward-thinking professional dedicated to fostering a robust safety culture, mitigating risks, and driving continuous improvement across all levels of the organization.

As a key member of the Loss Prevention & Process Safety Section and Refinery Business Teams, you will be responsible for delivering comprehensive safety engineering support to maintain and enhance our established safety systems and practices. Your expertise will be instrumental in safeguarding personnel, assets, and operational integrity while aligning with global best practices and regulatory standards.

Key Responsibilities

Your role will encompass a wide range of critical responsibilities, including:

  • Leadership in Safety Culture: Assume full ownership as the LP/Process Safety Engineer, overseeing all safety-related activities within your assigned area. Conduct regular site visits to reinforce safety awareness, facilitate risk communication, and ensure adherence to HAZOP findings and safety protocols across the organization.
  • Systemic Risk Management: Actively support and promote OIMS 2.1 (Risk Assessment and Management), 5.1 (Personnel Safety), and 9.1 (Incident Investigation and Analysis) initiatives. Drive awareness and implementation of Improvement Plans, GMOP, OCV&Ms, and Tier 1 Best Practices to ensure sustainable safety performance.
  • Data-Driven Decision Making: Analyze safety data to develop and issue structured reports, including BBSO (Behavior-Based Safety Observations), Incident Investigations, Occupational Injury Reports, and ExxonMobil-required Safety Reports. Prepare and present the monthly Safety Steering Team package, ensuring timely and actionable insights.
  • Project and Compliance Oversight: Review engineering packages for Projects (TSR) and Modifications (MOC), providing Safety Quality Control support to ensure compliance with government safety standards and ExxonMobil practices. Collaborate with Business Teams to classify incidents, apply the IRAT (Incident Risk Analysis Tool), and ensure consistent and high-quality incident management.
  • Incident Response and Learning: Actively participate in incident investigations, near-miss analyses, and High Learning Value Incident (HLVI) processes. Ensure timely issuance of investigations, effective implementation of recommendations, and ongoing progress tracking to prevent recurrence.
  • Risk Management and Planning: Develop and maintain the Refinery Risk Control Plan (RCP) to track all SHE (Safety, Health, and Environment) risks. Prepare and issue long-range and annual Refinery Risk Management Plans (RMP), coordinating assessments and tracking progress to align with strategic objectives.
  • Process Safety Engineering: Support Process Hazards Identification & Analysis, Risk Assessments, and Process Safety Engineering Studies, including HAZOP, Adhoc Risk Assessments, and Scenario-Based Operations Area Risk Assessments. Stay current with methodologies to ensure assessments are conducted in line with GMOP 2.1.
  • Field and Audit Support: Provide critical support to manufacturing departments during pre/formal safety audits, safety/housekeeping inspections, insurance reviews, and planned/emergency shutdowns or turnarounds. Ensure compliance and operational readiness in all scenarios.
  • Emergency Response: Respond promptly to refinery emergencies, offering assistance as directed by LP/Process Safety Supervisors to mitigate risks and ensure operational continuity.
  • Continuous Improvement: Engage in Safety Reviews and Assessments, such as JSA (Job Safety Analysis), HAZOP, and PSSR (Process Safety Review), for Projects/New Facilities and Modifications, ensuring full implementation of requirements.

Qualifications and Requirements

To excel in this role, you will bring:

  • A Bachelor’s degree in Safety Engineering, Chemical Engineering, or Mechanical Engineering.
  • Fresh graduate status or less than 2 years of relevant experience in safety engineering, process safety, or a related field.
  • Strong analytical and problem-solving skills with a commitment to continuous learning and compliance with industry standards.
  • Exceptional communication and collaboration abilities to engage with cross-functional teams and stakeholders.
  • A proactive mindset with the ability to drive initiatives, resolve risks, and implement best practices effectively.
