About the Role

As the Architectural, Civil & Engineering Works Lead, you will play a pivotal role in overseeing the technical integrity, safety, and operational readiness of JTC’s multimodal transport infrastructure projects, spanning both land and maritime domains. Your leadership will be instrumental in guiding architectural and engineering works from design inception through to commissioning and handover, ensuring that all deliverables meet stringent feasibility, compliance, and customer experience standards. You will provide expert technical oversight across architectural, civil, structural, and related engineering disciplines, fostering seamless integration and alignment with project objectives. Your responsibilities will encompass driving technical excellence, mitigating risks, and ensuring that infrastructure assets are constructed to the highest standards of quality, safety, and maintainability.

Key Responsibilities

In this dynamic role, your core responsibilities will include:

  • Technical Leadership & Design Oversight: Lead the comprehensive review, coordination, and approval of architectural and engineering design submissions for transport infrastructure projects. Ensure designs are feasible, safe, compliant with local and international standards, and aligned with operational and customer experience objectives.
  • Maritime Infrastructure Expertise: Spearhead the technical review and coordination of architectural and engineering works for maritime infrastructure, including marine stations, piers, jetties, waterfront transport interfaces, passenger facilities, and associated landside connections. Validate compliance with technical standards, constructability requirements, safety regulations, and operational readiness criteria.
  • Interdisciplinary Coordination: Facilitate seamless collaboration between architectural works and other engineering disciplines, such as mechanical, electrical, systems, utilities, landscape, and public realm requirements. Ensure cohesive integration of all technical solutions to support multimodal operations.
  • Procurement & Tender Support: Provide expert technical inputs for tenders, scope of works, contract documents, bill of quantities reviews, and procurement evaluations related to architectural and engineering works packages. Ensure clarity, accuracy, and compliance in all documentation.
  • Construction & Site Supervision: Monitor the execution of architectural and engineering works on-site, verifying adherence to approved drawings, specifications, quality benchmarks, safety protocols, and construction methodologies. Conduct site inspections, technical walk-downs, mock-up reviews, and progress assessments to identify and resolve defects or non-conformances promptly.
  • Submission & Change Management: Review and approve shop drawings, material submittals, method statements, design changes, and technical variations. Ensure all submissions are thoroughly assessed, coordinated, documented, and approved prior to implementation to maintain project integrity.
  • Operational Readiness & Handover: Collaborate with project delivery, operations, and infrastructure teams to ensure technical solutions are fully integrated, compliant, maintainable, and ready for operational handover. Support testing, commissioning, snagging, and readiness activities to address deficiencies before service activation.
  • Issue Resolution & Risk Management: Manage technical issue resolution with consultants, contractors, authorities, and internal stakeholders, providing practical engineering guidance to maintain progress, quality, and compliance. Track technical risks, design issues, quality concerns, and interface conflicts, and implement mitigation measures to safeguard cost, schedule, and asset performance.
  • Compliance & Standards Adherence: Ensure strict compliance with applicable local, national, and international building, engineering, accessibility, fire life safety, environmental, and quality codes and standards across all assigned projects. Uphold the highest standards of safety, sustainability, and regulatory adherence.

Qualifications & Experience

To excel in this role, you will possess the following qualifications and experience:

  • A Bachelor’s degree in Architecture, Civil Engineering, or a relevant field, underpinned by a strong academic foundation in design principles and engineering practices.
  • A minimum of 5 years of progressive, hands-on experience in architectural, civil, or structural engineering, with a proven track record in leading technical reviews, design coordination, and construction oversight.
  • Demonstrated expertise in multimodal transport infrastructure, including maritime projects, and a deep understanding of architectural and engineering interfaces.
  • Strong leadership skills with the ability to mentor and guide cross-functional teams, fostering a culture of technical excellence and collaboration.
  • Excellent analytical, problem-solving, and decision-making abilities, with a keen eye for detail and a commitment to delivering high-quality outcomes.
  • Proficiency in relevant software tools, standards, and regulatory frameworks, along with exceptional communication and stakeholder management skills.
