Job Overview
We are seeking a seasoned and visionary Manager, IT Development (Oracle Fusion) to lead our Oracle Fusion Cloud application development initiatives at Saudi National Bank (SNB). This pivotal leadership role is responsible for driving the strategic development, enhancement, integration, and support of Oracle Fusion Cloud applications across critical business domains, including Finance, Human Capital Management (HCM), Procurement, and beyond. The ideal candidate will combine deep technical expertise with strong leadership capabilities to ensure seamless alignment with business objectives, enterprise architecture standards, and stringent regulatory requirements. You will oversee a high-performing development team, manage vendor relationships, and deliver innovative solutions that enhance operational efficiency and support SNB’s digital transformation journey.
Key Responsibilities
As the Manager, IT Development (Oracle Fusion), you will be entrusted with the following core responsibilities:
- Team Leadership and Development: Lead and mentor a dynamic team of Oracle Fusion developers, fostering a culture of collaboration, innovation, and continuous improvement. Oversee the end-to-end development lifecycle, from solution design and development to testing, deployment, and post-production support.
- Strategic and Technical Leadership: Define and implement development strategies, technical standards, and best practices for Oracle Fusion Cloud solutions. Ensure adherence to enterprise architecture guidelines, security policies, and regulatory compliance, including banking and financial sector mandates.
- Stakeholder Collaboration: Partner closely with business stakeholders, Enterprise Architecture, Enterprise Product Development (EPD), Information Security, and IT Operations to translate business requirements into scalable and secure technical solutions. Facilitate cross-functional alignment to drive project success.
- Release and Upgrade Management: Oversee Oracle Fusion releases, patches, and upgrades, conducting thorough impact assessments to minimize disruption. Ensure seamless integration with existing systems and maintain optimal application performance.
- Vendor and Partner Management: Manage relationships with third-party vendors and implementation partners, ensuring high-quality deliverables, adherence to project timelines, and alignment with SNB’s strategic goals.
- Performance and Compliance Monitoring: Monitor system performance, application availability, and service levels. Proactively address production issues, implement corrective actions, and ensure compliance with audit requirements and industry regulations.
- Innovation and Continuous Improvement: Drive continuous improvement initiatives by leveraging Oracle Fusion Cloud best practices and emerging technologies. Stay abreast of industry trends and foster a culture of innovation within the team.
- Technical Governance: Review and approve technical solution designs, integrations, customizations, and extensions to ensure they meet functional and non-functional requirements while maintaining system integrity.
Qualifications and Experience
To excel in this role, you must possess the following qualifications and experience:
- Education: A Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or a related field is required. A Master’s degree is highly desirable and will be considered an advantage.
- Professional Experience: Minimum of 8 years of hands-on experience in enterprise application development, implementation, and support, with at least 5 years in a leadership or management role overseeing application development teams. Prior experience delivering Oracle Fusion Cloud solutions within large enterprise organizations, particularly in the banking or financial services sector, is essential.
- Technical Proficiency: Deep knowledge of Oracle Fusion Cloud architecture and application development framework. Hands-on experience with Oracle Integration Cloud (OIC), REST/SOAP APIs, and Oracle Fusion integration technologies is required. Familiarity with Oracle Visual Builder (VB/VBCS), BI Publisher, OTBI, HDL, and FBDI is highly beneficial. Knowledge of Java and PL/SQL is desirable, along with an understanding of DevOps tools, CI/CD practices, and source code management.
- Security and Compliance: A strong grasp of cloud security principles, identity and access management (IAM), and data protection standards is critical to ensure robust and compliant solutions.
Preferred Certifications
While not mandatory, the following certifications will strengthen your candidacy:
- Oracle Cloud Infrastructure (OCI) Foundations Associate
- Oracle Fusion Cloud Applications Certification in one or more functional domains (e.g., Financials, HCM, or Procurement)
- Oracle Integration Cloud (OIC) Certification
