Senior Manager, Procurement

Role Overview

We are seeking a highly motivated and experienced Senior Manager, Procurement to lead and enhance our Vendor Relationship Management (VRM) function. In this pivotal role, you will oversee the comprehensive end-to-end management of our vendor lifecycle, ensuring alignment with ROSHN Commercial Policy and strategic supply chain objectives. Your responsibilities will encompass critical functions such as pre-qualification (PQQ), sourcing initiatives, bidder list development, vendor performance appraisals, and ongoing governance to maintain a robust, compliant, and high-performing supplier base.

Key Responsibilities

• Vendor Lifecycle Management: Drive the entire vendor lifecycle, from initial pre-qualification through sourcing, selection, and ongoing performance monitoring, ensuring adherence to ROSHN Commercial Policy and supply chain best practices.
• Sourcing and Bidder List Development: Lead sourcing initiatives to identify and engage high-quality vendors, while developing and maintaining a strategic bidder list that aligns with organizational needs and market dynamics.
• Vendor Performance Appraisals: Implement structured performance evaluation frameworks to assess vendor capabilities, delivery timelines, and compliance with contractual obligations, ensuring continuous improvement and risk mitigation.
• Ongoing Vendor Governance: Establish and enforce governance mechanisms to monitor vendor activities, address performance gaps, and foster long-term partnerships that drive operational excellence and project success.
• Data-Driven Decision Making: Leverage procurement data and analytics to inform sourcing decisions, optimize vendor selection, and enhance supply chain resilience, ultimately contributing to improved project outcomes and organizational efficiency.
• Risk Mitigation and Compliance: Proactively identify and mitigate delivery risks, ensuring vendors comply with regulatory requirements, quality standards, and contractual terms to safeguard ROSHN’s interests.
• Cross-Functional Collaboration: Partner with internal stakeholders, including project teams, legal, finance, and operations, to align procurement strategies with broader business objectives and ensure seamless integration of vendor management processes.

Qualifications and Experience

To excel in this role, you should possess a minimum of 10 years of progressive procurement experience, with at least 5 years in a managerial or leadership capacity. A strong background in vendor relationship management, sourcing, and performance evaluation is essential. Proficiency in procurement software, data analytics tools, and ERP systems is highly desirable. Additionally, candidates should demonstrate a deep understanding of commercial policies, regulatory compliance, and supply chain optimization strategies.
