Position Overview

Parsons is seeking a highly skilled and motivated Senior Risk Engineer to join our dynamic team. In this pivotal role, you will play a critical part in leading project planning, scheduling, and schedule-risk management activities to ensure the successful and timely delivery of complex infrastructure and rail projects. Your expertise will be instrumental in driving project efficiency, mitigating risks, and maintaining alignment with contract conditions and industry best practices. Key Responsibilities

As a Senior Risk Engineer, your core responsibilities will include:

  • Schedule Development and Management: Review and approve contractors’ baseline schedules to ensure compliance with contract conditions and Parsons’ Recommended Practices. Develop and maintain a Master Schedule that integrates multiple packages and interfaces across design and construction phases.
  • Risk Assessment and Mitigation: Conduct detailed schedule-risk assessments, including quantitative schedule risk analysis using tools such as Primavera Risk Analysis or Safran Risk. Identify potential delays, slippages, and critical events, and recommend mitigation strategies, corrective actions, and recovery plans to minimize project disruptions.
  • Delay Analysis and Claims Evaluation: Perform comprehensive assessments of Extension of Time (EOT) and disruption claims using recognized delay analysis methodologies, such as time impact analysis and window analysis. Evaluate concurrent delays and provide expert recommendations to resolve disputes and claims effectively.
  • Progress Monitoring and Reporting: Prepare regular progress reports, forecasts, and presentations that highlight program analysis, key risks, and recommendations. Collaborate with stakeholders to finalize programs, reports, and claims, ensuring transparency and accountability throughout the project lifecycle.
  • Stakeholder Coordination: Act as a liaison between contractors, the Employer, and the Client to resolve planning and scheduling issues. Attend and contribute to kick-off, technical, coordination, and progress meetings, preparing concise and accurate minutes to facilitate informed decision-making.
  • Team Leadership and Mentorship: Lead and mentor a team of planning engineers, providing technical guidance, fostering professional development, and ensuring adherence to best practices in project planning and scheduling.
  • Progress Measurement and Performance Tracking: Establish and manage Progress Measurement Systems (PMS) and key performance indicators (KPIs) in collaboration with consultants and contractors. Issue delay notices and slow-performance letters for contractor-culpable delays, supported by contemporary records and data.

Required Qualifications

To excel in this role, you must possess the following qualifications and experience:

  • A Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
  • A minimum of 10 years of hands-on experience in infrastructure and rail projects, with a strong focus on project planning and scheduling.
  • Proven expertise in quantitative schedule risk analysis and the evaluation of Extension of Time claims.
  • In-depth knowledge of design processes and construction methodologies specific to infrastructure and rail projects.
  • Proficiency in industry-standard software tools, including Primavera P6, Primavera Risk Analysis, Acumen Fuse, and TILOS.
  • Exceptional analytical, reporting, and communication skills, with the ability to engage effectively with clients, contractors, and multidisciplinary teams.

Desired Qualifications

While not mandatory, the following skills and experiences will enhance your candidacy for this role:

  • Experience performing advanced delay analyses, including the demonstration of concurrent delays, on major infrastructure and rail programs.
  • A track record of setting up and managing effective Progress Measurement Systems (PMS) and KPIs to monitor project performance.
  • Strong stakeholder management, negotiation, and presentation skills to drive consensus and resolve conflicts.
  • Prior experience leading and mentoring planning teams on large, complex projects, fostering a culture of collaboration and excellence.
