General Manager/ Plant Head - Oil & Gas (Upstream)

Our prominent regional corporate firm is seeking a seasoned and entrepreneurial General Manager/ Plant Head to lead a state-of-the-art Advanced Precision Machining and Remanufacturing Facility in Dammam, KSA. This greenfield project aligns with Saudi Vision 2030 and IKTVA mandates, focusing initially on the Oil & Gas – Upstream segment.

The role carries full P&L responsibility and end-to-end accountability for building, operationalizing, qualifying, and scaling the facility. It requires deep familiarity with Oil & Gas upstream customer qualification cycles, API standards, and high-integrity machining and remanufacturing of critical components.

• Business & P&L Leadership: Own full Profit & Loss responsibility, deliver revenue and EBITDA targets, and manage capital deployment.
• Greenfield Execution & Scale-Up: Lead plant commissioning, establish structured processes, and oversee capacity ramp-up.
• Operational & Technical Leadership: Oversee advanced CNC machining operations, special processes, and drive operational excellence initiatives.
• Quality, Certification & Compliance: Lead facility certification, ensure compliance with EPC and upstream customer requirements, and establish a zero-defect culture.
• Customer & Market Interface: Act as the primary operational interface for upstream customers and EPCs, and support business development.
• Talent & Localization Leadership: Recruit and build a high-performance leadership team, develop a skilled workforce, and drive localization initiatives.

Qualifications include a Bachelor’s Degree in Mechanical/Manufacturing Engineering (Master’s preferred), with 18+ years of experience in precision machining and special processes, and a minimum of 10+ years in Oil & Gas Upstream manufacturing or remanufacturing environments.
