Position Overview
As a Mobility & Resources Administrator, you will serve as a pivotal enabler of workforce mobility across Saudi Arabia and the GCC, ensuring that talent deployment is conducted in a manner that is safe, compliant, and operationally efficient. This role extends beyond traditional administrative functions by providing strategic support to business decisions through meticulous coordination, proactive risk management, and continuous enhancement of mobility processes. You will collaborate closely with cross-functional teams, including HR Operations, Compliance, Legal, Recruitment, and external stakeholders, to facilitate seamless workforce transitions while maintaining adherence to regulatory frameworks and corporate governance standards.
Key Responsibilities
Your core responsibilities will encompass the full spectrum of workforce mobility administration, including:
- End-to-End Workforce Management: Oversee the complete lifecycle of temporary and contingent workforce operations, from onboarding and deployment to transfers, extensions, and demobilisation, ensuring alignment with business objectives and compliance requirements.
- Strategic Coordination: Balance competing priorities—such as cost efficiency, timing, and regulatory compliance—while coordinating workforce mobility activities to meet operational demands and business goals.
- Immigration & Compliance Oversight: Manage the entire spectrum of visas, work permits, and immigration processes, including renewals, extensions, and cancellations, while ensuring strict adherence to Saudi and GCC labour laws, immigration regulations, and internal governance policies.
- Qiwa (Ajeer) Administration: Administer Qiwa (Ajeer) processes, workforce registration, and Saudization-related requirements to ensure compliance with national workforce development initiatives.
- Supplier & Recruitment Partnerships: Collaborate with manpower suppliers and recruitment agencies to source, validate, and mobilise talent efficiently, while maintaining high standards of quality and compliance.
- Workforce Transition Support: Facilitate onboarding, assignment modifications, workforce transitions, and offboarding activities, ensuring minimal disruption to business operations.
- Data Management & Reporting: Maintain accurate and up-to-date records of workforce, visa, supplier, and project data to support compliance reporting, audits, and data-driven decision-making.
- Risk Identification & Process Improvement: Proactively identify compliance risks, process gaps, and opportunities for enhancement, while supporting internal audits and governance initiatives to uphold organisational standards.
- Stakeholder Collaboration: Work in tandem with HR Operations, Legal, Compliance, government authorities, and business leaders to ensure that workforce mobility initiatives are executed smoothly and in full compliance with all applicable regulations.
Ideal Candidate Profile
To excel in this role, you will bring the following qualifications and attributes:
- Professional Experience: A proven track record in project-based manpower operations, workforce administration, or mobility, with a deep understanding of Saudi labour law, immigration processes, and Qiwa (Ajeer) systems.
- Analytical & Decision-Making Skills: The ability to evaluate complex scenarios and make informed decisions that balance compliance, cost, and operational feasibility.
- Stakeholder Management: Exceptional coordination and communication skills, enabling you to collaborate effectively with internal teams, external partners, and government entities.
- Attention to Detail & Compliance Focus: A meticulous approach to managing documentation, processes, and regulatory requirements, with a strong emphasis on risk mitigation and governance.
